The University of Pennsylvania is a private Ivy League research university in Philadelphia, Pennsylvania. The university, established as the College of Philadelphia, claims a founding date of 1740 and is one of the nine colonial colleges chartered prior to the U.S. Declaration of Independence. Franklin was the primary founder and shaper of the new institution which became the University of Pennsylvania. His 1749 Proposals Relating to the Education of Youth in Pensilvania were the basis of the Academy which opened two years later.
