About this Position:This Position will be located in one of the DOTD Districts within Region 3 (District 02-Bridge City and Houma, District 03-Lafayette, District 07-Lake Charles) and requires periodic statewide and/or overnight travel within these areas. This position serves as one of three Regional District HR Managers for the Department of Transportation and Development (DOTD) and reports directly to the District HR Unit Manager (HR Manager B). The District HR Unit is comprised of 34 professional HR positions that are responsible for supporting the 12 District/ Maintenance HR offices across the state (3000 employees), in all aspects of HR functions. The Region 3 HR Manager manages all aspects of HR functions for District 02 (Bridge City and Houma), District 03 (Lafayette) and District 07 (Lake Charles) including directly supervising 3 HR Specialists and 7 HR Analysts. The HR Specialists are lead workers for the aforementioned Districts and are responsible for overseeing the work of the 7 HR Analysts. The incumbent of this position is required to possess broad knowledge of the La. GOV HCM system and its reporting capabilities, Civil Service Rules and regulations, DOTD policies and procedures, as well as knowledge of federal and state employment laws. This position requires periodic statewide and/or overnight travel as well as effective oral and written communication skills. Minimum Qualifications
Seven years of human resources experience; OR - Six years of full-time experience in any field plus four years of human resources experience; ORA bachelor’s degree plus four years of human resources experience; OR - An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience. EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties:Manages 4 HR offices located in Region 3 (District 02, District 03, and District 07)Directly supervises 3 HR Specialists and 7 HR Analysts. Plans and directs HR activities and programs of Region 3. Develops strategic plans in support of the unique needs of Region 3. Establishes and evaluates goals and aligns tasks and work plans to meet established objectives. Addresses complex issues and develops approach to address needed improvements.
