The Division of Virtual/ Hybrid Education is launching TEA’s statewide vision for high quality virtual and hybrid education. As the Virtual/ Hybrid Resources and Support Manager, you will help build the statewide infrastructure that school systems can use to design and launch flexible, high quality virtual or hybrid models that expand access and opportunity for Texas students. This includes developing tools, guidance, systems, and supports that make it possible for districts to innovate confidently and in alignment with SB 569 (TEC 30 B) requirements. This role also supports the agency’s major initiatives, including the Virtual and Hybrid Program Accelerator (VHPA), TEA’s multiyear model design initiative that provides technical assistance and funding to support school systems through key readiness steps and implementation of high-quality virtual or hybrid programs and campuses. Together, these efforts create a statewide ecosystem where districts can design innovative learning pathways, strengthen instructional quality, and expand access to high quality virtual and hybrid options for students. VHPA Project Management & Performance Systems: The Virtual/ Hybrid Resources and Support Manager supports execution of the Virtual/ Hybrid Program Accelerator (VHPA) by maintaining project plans, Smartsheet systems, timelines, and deliverable tracking structures aligned to division and unit metrics. This role builds and manages performance management tools that support VHPA monitoring, milestone documentation, school system progress tracking, and vendor coordination. The position also assists in preparing data summaries, monitoring reports, and progress updates to ensure the division meets targets related to VHPA awards, continuation supports, diagnostic gains, and accountability outcomes .. Resource, Guidance & Professional Learning Development: The position co develops tools, guidance documents, templates, and implementation resources that support school systems in designing and improving virtual and hybrid instructional models. This role supports development of micro credential resources, participation trackers, professional development content, and resource quality reviews to ensure the division meets participation, completion, and stakeholder satisfaction metrics. The manager also drafts presentations, one pagers, toolkits, and web based materials that support statewide professional development, VHPA technical assistance, and school system onboarding .. School System Engagement, Webinars & Technical Assistance: The Virtual/ Hybrid Resources and Support Manager supports the planning and facilitation of cohorts, webinars, office hours, and meetings with Local Education Agencies (LE - As) and technical assistance vendors to meet engagement targets across VHPA, micro credentials, and statewide virtual and hybrid education initiatives. At times, and as directed by the supervisor, the position may lead webinars or represent the division in meetings with school system leaders or vendors. The role provides timely, accurate technical assistance through the Virtual/ Hybrid Help Desk and direct school system support to ensure responsiveness and school system satisfaction. The position also tracks school system support trends and synthesizes insights to inform updates to tools, guidance, and statewide implementation models .. Program Administration, Vendor Coordination & Cross-Team Alignment: This role supports coordination with technical assistance vendors, VHPA partners, and internal TEA divisions to align support services with authorization requirements and grant milestones. The position assists with procurement related coordination, documentation, and preparation required for RFP aligned vendor selection processes. The manager conducts research and policy reviews to ensure all support, grant requirements, and resource recommendations align with statute, rules, and high quality virtual and hybrid program standards .. Communications, Knowledge Management & Stakeholder Messaging: The Virtual/ Hybrid Resources and Support Manager develops newsletters, stakeholder communications, and micro credential announcements aligned with division targets for outreach, clarity, and engagement. The role maintains communication trackers, resource repositories, and division knowledge management systems to ensure school systems receive timely, accurate information. The position also supports execution of the division’s communication plan, including audience specific messaging, timelines, and distribution channels. Minimum Qualifications - Education: Graduation from an accredited four-year college or university - Experience: At least five (5) years of experience in virtual/hybrid education, school leadership, instructional design, program support, or school model development in K-12. At least 2 years managing complex projects, including experience with Smartsheet or similar tools required. - Substitutions: An advanced degree may substitute for two years of required experience. Other Qualifications - Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military - Experience developing written resources and/or delivering professional development or technical assistance to School systems preferred - Experience operating, teaching in, or supporting virtual or hybrid school models - Experience launching new schools, new instructional programs, or other innovative models - Knowledge of Texas school law, accountability systems, and virtual/hybrid authorization requirements - Experience with statewide program implementation, project coordination, or vendor management - Strong proficiency with Smartsheet and other project-management or data-tracking tools, including workflow automation - Knowledge of virtual/hybrid instructional models, digital learning best practices, and related operational systems - Skill in managing multiple complex projects with competing deadlines - Exceptional professional writing, editing, and communication skills for both internal and school system-facing audiences - Ability to analyze and synthesize data to inform resource development and decision-making - Ability to work independently with extensive judgment in a fast-moving work environment - Demonstrated commitment to continuous improvement, feedback cycles, and service-oriented support to School systems and internal teams.
