The Texas Education Agency (TEA) is seeking a Monitoring, Review, and Support Education Specialist who will support a statewide culture that assumes high expectations for all students, including those receiving special education services. This position will provide ongoing review and support of Local Educational Agencies (LE - As) in their effective implementation of their requirements related to the applicable Texas Education Codes (TEC), Texas Administrative Codes (TAC), and Individuals with Disabilities Education Act (IDEA). Selected candidates will possess high levels of knowledge of federal, state special education and dyslexia laws. Selected candidates will have demonstrable experience delivering high-quality instruction to students served by special education. In addition to this requirement selected candidates will possess knowledge of dyslexia monitoring through programs approved by the State Board of Education (SBOE). This position also performs highly advanced consultative services and technical assistance work in assisting LE - As to correct issues of noncompliance related to the SBOE dyslexia program and to improve outcomes for students served by special education. Work involves planning, developing, coordinating, and implementing major agency program(s); while also providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and/or the public. May train, lead, assign, and/or prioritize the work of others; while working under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position resides in the Division of Monitoring, Review and Support within the Office of Special Populations & Student Supports (OSPSS). The OSPSS has the responsibility of ensuring the implementation of the TEC, TAC, and Individuals with Disabilities Education Act (IDEA) of 2004, monitoring programs that receive federal and state funds, and funding technical assistance efforts through discretionary grants. Included in these responsibilities is the disbursement of IDEA-B funds through grants and reimbursement programs to Local Education Agencies (LE - As), Educational Service Centers (ES - Cs), and other entities. The OSPSS disperses monies to reimburse approved direct and excess costs experienced by LE - As, fund grants or contracts to ESCS, and partners that provide technical support services, supports, and training to support TEA in the implementation of and compliance with state and federal rules and regulations. As business needs evolve, the responsibilities and focus of the Education Specialist role may shift. This role calls for adaptability and a willingness to embrace change, with the assurance that any adjustments will remain within the scope of the job classification. Essential Functions Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned .. Monitoring & Review: Ensures 100% timely completion of compliance monitoring activities per TEA DMS protocols by conducting desk reviews and on-site visits, analyzing documentation, reviewing policies and procedures, observing classrooms, interviewing stakeholders, and evaluating program effectiveness; provides clear, actionable guidance aligned with TEA standards to support resolution of identified noncompliance within required timelines .. Technical Assistance & Targeted Support: Serves as liaison with Local Education Agencies (LE - As) and technical assistance providers to ensure access to appropriate supports addressing identified needs under IDEA and state dyslexia regulations. Coordinates engagement with LE - As in corrective action or monitoring events, including implementation of Corrective Action Plans (CA - Ps) and targeted support for high-risk LE - As. Supports the development of resources, tools, and strategies that strengthen compliance practices and build capacity. Provides clear, actionable guidance aligned with TEA standards to support improvement in compliance and program implementation .. General Supervision & Continuous Improvement: Oversees LEA implementation of IDEA, state requirements, and dyslexia regulations to ensure compliance and improve outcomes for students with disabilities. Applies TEA’s general supervision responsibilities, including monitoring and enforcement under 34 CFR §§300.600–604 and Texas Education Code §29.010. Ensures LE - As maintain policies and procedures that meet federal and state standards, fulfill FAPE obligations, and integrate strategic supports to drive continuous improvement .. Compliance Analysis and Quality Reporting for Program Development: Complete compliance reviews and accurately record results in the agency’s system. Analyze review data to identify trends and support needs across LE - As. Compile and summarize findings for the team to inform process improvements and resource development. Responsibilities include: - Reviewing documentation, policies, and procedures for compliance with state and federal requirements - Preparing and entering accurate reports into agency systems - Analyzing data from review streams to highlight patterns and areas for support - Participating in needs assessments and division reviews - Contributing to team efforts to refine processes, tools, and guidance based on aggregated findings Minimum Qualifications - Education: Graduation from an accredited four-year college or university - Experience: At least four (4) years of experience in working with students with disabilities as a special education teacher and/or related service provider - Substitutions: Education and experience may substitute for one another on a year-for-year basis. Other Qualifications - Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military - Understanding of federal and state special education law - Knowledge of state dyslexia laws including the SBOE Dyslexia Handbook - Knowledge of effective methods for completing compliance review - Familiarity with effective instruction and service provision for students with disabilities - Experience in identifying measures or indicators of special education program performance - Willingness to travel up to 50% of the time - Excellent written and oral communication skills - Ability to operate computers and applicable software - Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze - A desire to self-reflect, give/receive feedback, and continuously improve - Ability to develop, evaluate, and interpret policies and procedure
