Performs technical activities related to the design, installation, inspection, maintenance, and repair of the city’s irrigation systems in parks, rights of way (ROW) and facility grounds, and wetland’s locations. Work involves designing and installing irrigation systems for small park and public works improvement projects and operating a range of equipment including but not limited to city vehicles, machinery, and a variety of hand and power tools, and adhering to established safety policies, procedures, and guidelines.
Essential Duties and Responsibilities

Employees may also perform other duties as assigned. Designs, installs, troubleshoots, inspects, repairs and maintains large, complex irrigation systems to maintain the health of all vegetation and safety and functionality of all city irrigation. Uses power and hand tools to maintain, repair, and install irrigation systems; operates air compressors, blowers, hedge trimmers, clippers, and other equipment as necessary. Maintains trees and shrubs; utilizes various hand/power tools and equipment such as pole-pruners, hedge trimmers, clippers, chain saws, and chippers. Conducts preventive ice and snow removal/seasonally appropriate irrigation activities prior to, during, and after weather incidents. Maintains supply inventory and initiates purchase orders for materials and supplies as needed. Participates in routine maintenance activities involving plumbing, mechanical, carpentry, painting, and masonry; may read construction, landscape, and irrigation plans and perform construction on park improvement projects. Assists with Public Works functions such as drainage, street and sign maintenance and repair, as requested. Operates city vehicles, dump, flatbed, and light-duty trucks and monitors assigned city vehicles for routine maintenance needs. May respond to situations independently and instruct and direct other employees during such emergencies, including coordination with Fire and Police personnel. Cleans and organizes and repairs fixtures and tools in the shop; performs preventive maintenance and general upkeep of city vehicles and power tools and equipment. Uses electronic/digital work order system to record activities and maintain pertinent records. Interacts with the public while performing field assignments; responds appropriately to questions, inquiries, and requests for directions. May be required to work evenings, weekends, and holidays, including responding to emergency calls or arriving onsite for weather events and other emergency situations, based on organizational needs. Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds. SUPERVISION EXERCISED - This position has no supervisory responsibilities.
Qualifications
MINIMUM QUALIFICATIONS - High school diploma or GED; supplemented by two (2) years of directly related experience or experience in residential and commercial irrigation installation, maintenance, and repair; or an equivalent combination of education, certification, training, and/or experience. Employees must be residents of Washington State. CERTIFICATIONS AND LICENSES - Must possess and maintain a valid Washington State Driver License and the ability to drive a city-owned vehicle per established policies, procedures, and safety guidelines at time of hire. Possession of or the ability to obtain a Washington State Class A Commercial Drivers License (CDL) after successful completion of probation. Must possess and maintain or obtain within one (1) year of hire, the following certifications: Washington State Public Operators Pesticide License, Washington State Traffic Control Flagger, First Aid CPR/ AED Certification.

KNOWLEDGE OF - Design, installation, maintenance, repair and inspection of complex streets, parks, facilities, and wetlands irrigation systems. Plant and turf water requirements and water conservation principles and guidelines. Operation, maintenance, and repair of drainage and irrigation systems and irrigation control system operation. SKILLS AND ABILITIES - Implement and guide procedures and techniques pertaining to the installation and repair of irrigation systems. Read and apply understanding of as-builts and plans for streets, parks, and facilities. Identify work hazards and follow established safety procedures and regulatory guidelines pertaining to the work. Operate and maintain light-duty trucks, gas powered equipment and tools, and hand tools standard to construction and maintenance. Complete work amidst competing priorities, stressful weather and traffic conditions, and emergency situations. Use of Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required. Clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation. Responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely. Maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements. Regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule. PHYSICAL REQUIREMENTS - Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. ENVIRONMENTAL REQUIREMENTS - Tasks are regularly performed outside with exposure to adverse environmental conditions (e.g., dirt, fumes, temperature, weather, and noise extremes). SENSORY REQUIREMENTS - Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.
