Supervise, plan, coordinate and participate in the deployment of traffic control devices during pre-planned and unplanned special events; assign work activities and projects; coordinate assigned activates with other departments, outside agencies and the general public. This is a safety sensitive position subject to random drug/alcohol testing. . . Essential and Supplemental Functions ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonableaccommodation. Responsible for overseeing the parking and traffic control specialists, manages the designs, plans, and advises on traffic control barricading plans for pre-planned and unplanned City special events. Coordinates staffing and operational activities to ensure traffic control assignments are completed timely and effectively. Identifies opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff. Develop and implement goals, objectives, policies and priorities; recommend and implement resulting policies and procedures. Manages/oversees the placement, movement and dismantling of signs, barricades, cones and other traffic control devices. Responsible for coordinating road closures and traffic control and signalization issues with other government municipalities, the Police Department, Fire Department, Traffic Signals, Traffic Operations, and other City departments. Responsible for preparing traffic control plans for special events (City sponsored and City co-sponsored events) to ensure compliance with established traffic engineering practices and principles. Assists and advises outside event coordinators with traffic control plans for various events; responds to inquiries and complaints from the general public, contractors, developers and other City departments on traffic control. Responsible for responding to and monitoring traffic control in emergency situations (weather events, demonstrations, critical incidents, Downtown Entertainment District, etc.); traffic control plans, and inspections; and training City staff on traffic control and barricading. Oversees the proper installation, placement, and removal of traffic control materials. Driving safely to and from designated work zones with all equipment necessary. Perform vehicle/equipment inspections. Maintain Job sites and equipment to ensure the highest quality set-ups for the safety of all. Responds to inquiries/complaints from the general public, contractors, developers and other City Departments on traffic control. Create parking/traffic control reports documenting activities and issues as required. Develop and administer assigned budget; forecast funds needed for staffing, overtime, temporary employment, equipment and supplies; monitor and approve expenditures; recommend adjustments as necessary. Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures if necessary. SUPPLEMENTAL FUNCTIONS:Perform other related duties and responsibilities as assigned. Minimum Education, Experience And Additional Requirements Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis. Associate's degree from an accredited college or university in business or a two (2) year technical certificate in office administration; and Six (6) years of experience in any combination of the following areas:Temporary traffic control. Construction Zones. Management. Parking Operations To include two (2) years of supervisory experience. ADDITIONAL REQUIREMENTS:Possession of a valid New Mexico Driver's License or the ability to obtain by date of hire. Possession of a City Operator's Permit (COP) within 6 months from date of hire. Required to work weekends and holidays. Required to be in an on-call status and work odd hours, split shifts, and working special assignments. Required American Traffic Safety Services Association (ATSSA) training/certification within six (6) months from date of hire. Working Conditions Environmental:Field environment; exposure to heat, cold, noise, dust, grease, smoke, fumes, gases, moving objects/vehicles, inclement weather conditions; work on slippery or uneven surfaces. Physical:Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; heavy, moderate or light lifting and carrying; bending, stooping, kneeling, crawling; both hands and legs required, operating motorized equipment and vehicles and ability to lift up to 50 pounds.
