Traffic Data Collection Supervisor (Internal Public Works applicants only)

The Hennepin County Public Works Transportation department is seeking a Traffic Data Collection Supervisor to join the Traffic Operations division. This position will be responsible for performing traffic data collection, performing traffic engineering and analysis, and managing the traffic counting program. Location and hours:This position is hybrid and will be performed both on-site at the Public Works Facility, 1600 Prairie Drive, Medina, MN 55340, and remote as job duties require. There is no public transportation to the facility in Medina. Work hours will be Monday through Friday, 8 a.m. to 5 p.m. but may vary depending on projects. About the position type:This is a full-time, benefit earning position. You must be a current regular or probationary employee of the Public Works department to apply. Limited duration employees are not eligible. This position is internally classified as an Engineering Technician, Supervising. Click here to view the job classification specification. In this position, you will:Manage and supervise the county’s traffic counting program as required by Mn. DOT and county data collection guidelines. Perform field observations, traffic data collection, signal warrant analysis, and other transportation engineering related work. Develop formal guidelines to assist staff with traffic engineering, transportation planning and operations activities. Assist with the preparation of applications to secure external funds. Write formal memos comprised of engineering content to inform decision makers. Coordinate with internal and external clients and committees, including public and private agencies, and residents. Supervise activities of transportation data collection unit and seasonal staff. Need to have: One of the following:Nine years or more of experience in technical non-professional highway, land survey, geographic information systems application, construction inspection or other technical engineering work, two of which must have been as a lead worker providing work direction to other technicians. Associate degree in civil engineering, environmental engineering, water resources management, construction inspection, or closely related field and seven years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, two years of which must have been as a lead worker providing work direction to other technicians. Bachelor's degree or higher in civil engineering, environmental engineering, water resources management, construction inspection, or closely related field and five years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, two years of which must have been as a lead worker providing work direction to other technicians. Note: GISP Certification or LSIT (Licensed Surveyor in Training) may be substituted for 5 years of experience. Current Certified Survey Technician (CST) Level 4 OR Licensed Land Surveyor (LS) may count for 8 years' experience. A valid driver's license and the ability to obtain a Hennepin County driver's permit. Ability to operate power tools, lift items weighing up to 50 pounds, work outdoors and around traffic in all types of weather conditions, and lift items weighing up to 60 pounds with or without reasonable accommodations. Nice to have:Experience: Supervising, coordinating, and evaluating the work of technical staff. Conducting traffic engineering and operations analysis and preparing traffic analysis reports. Performing trip generation, traffic forecasts, safety analysis, traffic signal timing, traffic counting programs, and warrant analysis. Using Synchro/ Sim. Traffic, ArcGIS, CAD, and other spreadsheet, database, programming, and word processing packages. Working with Mn. DOT State Aid's traffic counting. Ability to: Establish and maintain effective working relationships with other county, federal, state and city staff, public officials and the general public. Demonstrate examples of exhibiting high levels of organization and attention to documentation needs. Coordinate work with county and contract staff for successful project completions. Communicate and present technical and sensitive information effectively, both verbally and in writing. Read and interpret the Mn. MUTCD, Mn. DOT Standard Design Manuals and Technical Memos, construction plans, specifications, and other written forms. Schedule, prioritize and balance several tasks.
