Public Health – Seattle & King County Best Starts for Kids (BSK) section is seeking a Career Service Administrator II (Best Starts for Kids Contract Administrator) to join our team! This position serves as an integral part of the Administrative and Finance team and provides the main contractual support for the division, acting as a contracts coordinator with programs and communicating with external stakeholders. Other critical functions include processing invoices, preparing grant billings, setting up contracts in our online systems, and supporting budget reporting processes. The BSK Contract Administrator will play a pivotal role in ensuring our contracts are managed effectively from inception to completion, supporting financial policy compliance, and assisting in the improvement of administrative processes. Background. The Health Sciences Division provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community. The duties of the health sciences division include working with community partners to address the root cause of health disparities and improve population health outcomes; providing the functions of assessment, epidemiology, and program evaluation; and advancing health equity in the community through strategies at the individual and environmental levels that promote protective factors and reduce risk for chronic disease, injury, and violence. Best Starts for Kids (BSK) sits within Public Health – Seattle & King County’s (PHSKC) Health Sciences. BSK aims to create healthy and safe environments for children, youth, and families, with a focus on improving policies and practices. BSK’s prioritizes projects that include youth in project planning and implementation. Health Sciences’ mission is to prevent and manage chronic diseases and injuries by sharing power and creating conditions that lead to health equity for all communities. To learn more, please visit Work Schedule. Typical work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. This is a non-exempt position and is subject to the provisions of the Fair Labor Standards Act and is overtime eligible. Remote and Onsite Work. The BSK team works in a hybrid model, with 3 days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location will be at the Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties Administer and manage contracts, including setting them up in systems like Agiloft, and maintaining accurate documentation. Conduct detailed invoice reviews and manage payment processes. Prepare and process grant billings. Serve as a subject matter expert in systems such as Agiloft, i. Procurement, and i. Expense. Provide technical assistance to contractors for financial tracking and invoicing. Innovate administrative processes to enhance financial stewardship. Other jobs as needed. Experience, Qualifications, Knowledge, Skills Our ideal candidate will demonstrate the following (Minimum):Demonstrated ability in contract administration, compliance, monitoring, and reporting. Demonstrated experience with invoice processing and grant billings. Proficiency in Microsoft Excel and experience with procurement and financial management systems. Knowledge of Generally Accepted Accounting Principles (GAAP). Strong communication skills and the ability to work effectively with both internal and external partners. The most competitive applicants will have the following experiences and qualifications (Desired): Advanced knowledge of contract management applications like Agiloft. Experience in public sector budgeting, grants management, and accounting. Experience with Oracle-based financial and reporting systems.
