The Deputy Chief Talent Officer is a critical leadership role that directly impacts the district\s ability to implement a successful Talent Management strategy. The role provides leadership to support department heads within the Talent Management division and executive leadership across the organization to develop and implement policies and procedures for coordinating and providing system leadership in support of the Chief Talent Officer. This position provides cross-functional portfolio leadership across Talent Management units; works closely with School Leadership and Business & Finance; provides executive direction, supervision, coordination of activities, and reporting results to the Chief Talent Officer, the Superintendent, and other district officials. ESSENTIAL JOB FUNCTIONS Strategic Administration. Assists the Chief Talent Officer in all areas of Talent Management administration and provides leadership to support strategic and tactical execution on initiatives across related business units. Keeps the Chief Talent Officer informed on the business affairs of the division and district and establish standards of quality and general operating guidelines for the division. Supports the Chief Talent Officer in implementing quality practices, including benchmarking and measurement systems, to strengthen service delivery and outcomes. Compliance and Operational Excellence. Oversees the implementation of the long-range talent strategy to ensure alignment to the instructional program, support services, campus performance objectives, and strategic priorities of the district. Proposes and develops innovative solutions to talent and organizational challenges; recommends needed changes in processes and procedures. Establishes a sound and efficient work systems for the district that aligns to district strategic goals and complies with applicable TEA requirements and FWISD Board policy, including credential and certification verification where required, criminal history checks and fingerprinting, and required reporting obligations. Monitors executive hiring process controls required by Board policy, including minimum posting windows, screening committee use and objective selection methods for exempt roles, nepotism and immediate-family safeguards, and senior staff Board notification protocols prior to public announcement. Leads the documentation of policies, procedures, and best practices within the division. Supervises departmental staff, monitors performance, evaluates department effectiveness, and coordinates the operational functions of the division. Strategic Projects and Collaborations. Collaborates with major constituencies and business partners to proactively identify and overcome challenges and impediments to efficient operations. Assigns duties based on priorities and employee ability, reviews day-to-day operating routines and the annual calendar to manage demand, revises workflow as needed, and uses data, service metrics, and stakeholder feedback to improve processes, systems, service delivery, and stakeholder experience while convening work or focus groups and trainings to address special problems and improve coordination across departments. Provides oral and written instruction and supervision to staff on non-routine and policy matters, including interpretation of District policy and state and federal regulations, and attends and participates in meetings with directors and other administrative personnel to coordinate work across departments. Chairs cross-functional teams with technical partners to ensure the successful implementation and maintenance of human resource management systems and other technology tools that streamline HR services. Directs special projects and strategic initiatives as assigned. Supervisory Responsibilities. Supervises and evaluates the performance of assigned personnel. Personal Work Relationships. Knowledge, Skills and Abilities Knowledge of selection, training, and supervision of talent. Knowledge of general and education employment law and hearing procedures. Knowledge of the operations of a Texas public school system, with an emphasis on leading-edge personnel practices. Knowledge of HRIS systems and the use of technology to streamline and deliver services. Knowledge of current computing technologies and software applications appropriate to the responsibilities of the position. Skill in applying leadership skills and managing a large staff and budget. Skill in coordinating, planning, organizing, and facilitating staff development. Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action. Skill in public relations, organizational development, communications, and interpersonal relations. Ability to utilize collaborative problem-solving skills, including the ability to partner with stakeholders, build consensus, and develop innovative solutions. Ability to implement policy and procedures. Ability to manage budget and personnel. Ability to interact comfortably and effectively with a wide range of constituents. Ability to merge divergent views and expectations into a long-range vision for students, District staff, and the community. Ability to provide strategic leadership, engage in creative problem solving, and contribute to effective team building. Ability to work collaboratively with District staff, Leadership, and members of the community. Ability to use software to access databases, email, create spreadsheets, and do word processing. Ability to organize and coordinate work. Ability to communicate effectively, both oral and written forms. Ability to engage in self-evaluation with regard to performance and professional growth. Ability to establish and maintain cooperative working relationships with others contacted in the course of work. Travel Requirements. Travels to school district buildings and professional meetings as required. Physical & Mental Demands, Work Hazards. Tools/ Equipment Used: Standard office equipment, including computer and peripherals. Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching. Lifting: Occasional light lifting and carrying (less than 15 pounds). Environment: Works in an office setting; may require occasional irregular and/or prolonged hours. Attendance: Regular and punctual attendance at the worksite is required for this position. Mental Demands: Maintains emotional control under stress; works with frequent interruptions. Minimum Required Qualifications. Education: Bachelor\s degree in human resources, personnel management, public administration, business administration, organizational management, or a related field required; Master\s degree preferred. Certification/ License: Senior Professional in Human Resources (SPHR) certification preferred. Experience:Five years of successful progressive experience including management of human resources operations is required;Prior leadership of multiple human resources teams in a complex public-sector or K-12 environment is preferred.
