The WIOA Program Quality Assurance Specialist is responsible for ensuring the highest standards of quality are met in all aspects of the Workforce Innovation and Opportunity Act (WIOA) program operations. This role involves monitoring program activities, verifying compliance with federal and state regulations, and implementing continuous improvement strategies to enhance program effectiveness and participant satisfaction. This position is based in Burlington and requires regular travel across an 8-county service area, including Davenport as needed. Minimum Job Requirements Bachelor’s degree in related field preferred OR applicable experience OR master’s degree in related field and no prior experience. Applicable experience might include:Provision of participant services in public employment/training program. Auditing programs for compliance. Administration of public employment/training programs. Case management. Planning and evaluation for public sector programs. Personnel or training responsibilities for private industry. Planning and organizational development in private industry. Labor market analysis for private or public sector employers. Must relate well with people. Must have the ability to develop private sector employer involvement. Must be able to develop good working rapport with employers in Eastern Iowa Workforce Area and maintain good public relations within the area. Demonstrated proficiency in Microsoft Office and database applications. Must have excellent verbal and written communication skills. Work Performed Conduct regular audits and reviews of program files to ensure compliance with WIOA regulations and organizational policies. Develop and maintain a quality assurance framework that includes standard operating procedures, checklists, and performance metrics. Collaborate with program staff to identify areas for improvement and develop corrective action plans to address any deficiencies. Provide support to staff on quality assurance processes and best practices. Analyze program data to identify trends, report on performance, and make recommendations for program enhancements. Facilitate continuous improvement initiatives and participate in the development of innovative solutions to improve program outcomes. Ensures Funder, partner and Equus policies and procedures are monitored and updated to include regulatory changes. Data Management System and Documentation. Maintain accurate electronic case files in accordance with Iowa. WORKS System Guide, WIOA Title I policies, and Eastern Iowa Workforce Development Board requirements. Upload eligibility documentation and record barriers and services in the data system. Document participant communication, progress, and service delivery in case notes. Maintain regular contact with participants, with communication documented at least every 30 days. Track career pathway goals and benchmarks within the Individual Employment Plan. Conducting regular file and case note reviews to ensure eligibility, documentation, and service delivery meet WIOA and state requirements. Monitoring data entry in Iowa. WORKS for accuracy, completeness, and timeliness. Identifying trends, errors, and compliance risks and working with staff to correct them early. Providing ongoing coaching and technical assistance to Career Planners and Business Services staff. Ensuring supportive services, training, and work-based learning activities are properly documented and allowable. Reviewing and validating performance data prior to submission. Preparing for and supporting monitoring reviews, audits, and data validation efforts. Maintaining internal monitoring schedules and tracking corrective actions. Ensuring consistency in service delivery across multiple locations and staff. Serving as a liaison between program staff and leadership on compliance-related matters. Supporting continuous improvement efforts and strengthening program quality over time. Preparing reports for board and committees. Monitoring and Compliance. Participate in monitoring activities and conduct annual reviews of participant files. Ensure documentation supports program compliance and performance expectations. Other Responsibilities.
