Fiscal Analyst 5 Accounting Office. Full-Time - Permanent Project. Olympia Central Office. Join WDVA as a Fiscal Analyst 5 and use your expertise to drive financial excellence! We are hiring a senior-level financial expert for our Accounting Office to provide advanced technical support in financial reporting, journal voucher development, accounting reconciliation, and other complex financial management tasks. This is a project role which will directly support our agency's transition from legacy financial systems to the statewide One Washington initiative and is critical to ensuring seamless operational continuity of our Accounting Office. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules. Please note: Standard business hours for this position are 8:00 a.m. to 5:00 p.m., Monday through Friday in-office at our Central Office in Olympia. This position may occasionally require local travel for meetings and to WDVA locations throughout the state. A hybrid remote work schedule may be approved at the supervisor's discretion, with the understanding that components of the Fiscal Analyst 5 role require in-person, face-to-face communication. In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star. Duties Some of what you'll do:Process transactions including cash receipts, payroll and vendor payment. Prepare and adjust journal entries. Post monthly, quarterly, and yearly accruals. Assist with financial and operational audits. Research and correct account discrepancies. Review, reconcile and resolve reconcilable differences in general ledger accounts. Analyze and reconcile DVA systems to AFRS or bank statements. Assist in the evaluation of internal controls. Prepare financial reports. Assist with monthly and fiscal year end closing. Review and approve work normally performed by the supervisors and managers.and more! Qualifications Required Qualifications:Bachelor's degree in accounting, business, or public administration, which includes 18 quarter or 12 semester hours in accounting, auditing, budgeting or finance. Three or more years relevant professional experience. OR - Master’s degree in a financial related field. A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position. Experience does not substitute for accounting credit hours - credit hours are required regardless of experience. Certification as a Public Accountant, Internal Auditor, Certified Governmental financial manager or Management Accountant may be substituted for professional experience. Advanced level knowledge of Microsoft Office suite, specifically Excel and Word. Must be proficient in the English language. Agency Required Competencies for all positions:The ability to take action to learn and grow. The ability to take action to meet the needs of others. Preferred/ Desired Qualifications:State of Washington accounting experience in Accounts Receivable, Accounts Payable, and federal grant requirements. At least three years of experience with State accounting systems AFRS, Enterprise Reporting, Toolbox, and TEMS. Familiarity with state administrative and accounting requirements. Excellent communication skills; written and oral are essential and are used via e-mail, phone, in person, in meetings, and complex written responses. Strong attention to detail. Advanced analytical skills and the ability to identify, obtain, examine, and evaluate information for relevance to an issue. Special requirements:Must be able to pass a DSHS BCCU Background Check every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. Must maintain regular and reliable attendance and be willing to work as needed. Must successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service, and other required training. Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable. Must sign the confidentiality statement for all employees. Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business.
