About this Job The Division of Administration/ Office of Human Resources has a vacancy. This position will be filled in the Compensation and Staffing unit. This job title has an assigned pay grade of AS-619. This position is responsible for overseeing the staffing/recruitment, classification/compensation, performance management, and personnel policy development functions. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:Overseeing the state’s capital construction program. Working to provide state and federal grants for community development. Development of the state budget. Providing technology services. Giving agencies guidance in the state purchasing and contracting process as they seek goods and services. Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes. An Ideal Candidate Should Possess the Following Competencies. Minimum Qualifications Six years of human resources experience; OR - Six years of full-time experience in any field plus three years of human resources experience; ORA bachelor’s degree plus three years of human resources experience; OR - An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience. EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience. Job Duties and Other Information Job Duties:The incumbent of this position is part of a full service human resources office and program for a group of very complex and highly visible entities that includes the Division of Administration (DOA), the Office of the Governor, the Board of Elementary and Secondary Education (BESE), University of Louisiana System Office, and various Executive Department agencies. Clientele include approximately 2,500 employees, classified and unclassified. STAFFING AND RECRUITMENT - Oversee all recruitment functions to ensure compliance with Civil Service rules and agency policies. Monitor recruitment requests and provide expert advice to hiring managers. Work with Civil Service to resolve issues regarding minimum qualifications and other recruitment issues. Consult with clients on complex selection procedures used to fill vacancies ensuring a diverse work force. Counsel and advise agency personnel and job applicants on Civil Service rules/policies, federal and state laws, DOA policies and procedures as they apply to assigned programs. Review personnel action requests to ensure compliance with all Civil Service rules regarding classified appointments. CLASSIFICATION AND COMPENSATION Oversee all aspects of agency classification and compensation programs. Make recommendations to agency officials relative to pay options, cost analysis, and pay equity issues. Oversee classified position allocations and development and implementation of job assessments. Advise department, agency, and client executive management in matters related to classification and compensation including position allocations, job study needs, and compensation mechanisms. Oversee the administration of the DOA and client agencies’ Unclassified Authority programs. Monitor accuracy of data in La. Gov HCM to ensure compliance with rules and standards. PERFORMANCE MANAGEMENT PROGRAM - Oversee the performance management program. Maintain working knowledge of Continuous Performance Management (CPM) system workflow and report creation capabilities. Provide suggestions and feedback regarding process improvements and best practices. POLICY Oversee development and implementation of all personnel policies to ensure compliance with applicable federal laws, state laws, and Civil Service rules. Review and interpret federal laws, state laws, Civil Service rules, policies, and procedures related to assigned programs in order to advise management as needed. SPECIAL PROJECTS - Oversee the design and maintenance of the Division of Administration, Office of Human Resources website. Oversee the OHR records retention program for all personnel records and Human Resources program documents. Identify training needs related to assigned programs. Oversee development and implementation of training programs. Position Specific Details:Appointment Type: This vacancy will be filled by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion. Compensation: This position has a Special Entrance Rate (SER) in the amount of $2,383.20 biweekly.
