The Division of Developmental Disabilities is seeking to hire an Assistant Deputy Director to establish, plan, develop and enforce policies utilized in Developmental Disabilities Community Services and Programs. The ideal candidate for this position will have extensive professional experience working with individuals with intellectual and/or developmental disabilities and leadership experience in a public or community-based developmental disabilities organization. The Division supports people with intellectual and developmental disabilities to access person-centered, high-quality services that meet their needs, preferences, and goals. The selected candidate will be part of a coordinated, responsive, and person-centered service system that provides consistent access to high-quality supports for people with intellectual and developmental disabilities across Illinois. Essential Functions Serves as Assistant Deputy Director for Community Services and Programs. Serves as the statewide manager of the Community Services and Programs including the Bureau of Quality Management, Medicaid Waiver Administration and Technical Assistance. Implements and directs policy for the total management process of activities for the Quality Management, Medicaid Waiver Administration and Technical Assistance sections for the Division of DD. Serves as full-line supervisor. In the absence of the Deputy Director, assumes responsibilities will full administrative authority for operation of the Office and all functions of the Deputy Director. Plans, develops, and implements methods, systems, investigation techniques, and examination procedures designed to effectively monitor and regulate the industry program for which the position has principal accountability; provides for the development of revisions of policies, rules, regulations and procedures. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years college. Requires four (4) years of progressively responsible administrative experience working at a private or public organization that provides services to individuals who have intellectual/developmental disabilities. Preferred Qualifications Four (4) years of professional experience working with individuals with intellectual and/or developmental disabilities. Four (4) years of professional experience developing processes, procedures and guidelines for implementing programs for a public or community-based developmental disabilities organization. Four (4) years of progressively responsible leadership experience in a public or community-based developmental disabilities organization. Four (4) years of professional experience developing, interpreting and ensuring implementation of policies and procedures for a public or community-based developmental disabilities organization. Four (4) years of professional supervisory experience in managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities and training staff. Four (4) years of professional experience communicating with diverse stakeholders, both orally and in writing across various forms of media related to I/ DD issues and information. Conditions of Employment Requires the ability to travel in the performance of job duties. Requires the ability to utilize office equipment, including personal computers. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. This position has been found to meet the requirements in section 4 A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4 A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
