The Wyoming Department of Transportation (WYDOT) is seeking a Chief Technology Officer who serves as a member of the Department's executive staff, develops the strategic plan and direction of the Department's information and emergency communications systems, technology, and resources, and incorporates all aspects of these to ensure a long-term, integrated, department-wide transportation technology solution. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. As a member of the executive staff participates in the development of the Department's mission, vision, values, goals, and performance measures. Develops strategic plans, policies, procedures, resources, and budgets necessary for the Department's technical vision and technology deployment, storage, and management of current and future systems. Delegates, monitors, gather feedback and implement processes that enhance the work activities within the Department to ensure the Department's goals and objectives are efficiently achieved. Supervises a staff of program managers, consisting of Graphical Information Systems/ Intelligent Transportation Systems, Information Technology, and Telecommunications. Approves personnel actions, staffing levels, and resources of the technology programs; interviews, hires, promotes, and terminates employees; reviews and evaluates work performance; prepares individual development plans and succession plans; coaches and disciplines employees; holds grievance and appeal hearings and renders an agency decision. Formulates and approves divisional and Departmental policies that promote the strategic use of data management, information, and technologies, uniform governance, and enable the workforce to efficiently use these and carry out special studies under the direction of the Director. Collaborates with all levels of the Department, other State agencies, federal agencies (USDOT, NHTSA, FHWA, FAA, etc.), public officials, and private corporations to coordinate activities, answer questions, resolve issues, and implement the use of data and new technologies to improve the efficiency and effectiveness of the Department's operations. Ensures alignment with Enterprise IT goals and objectives and actively participates in the State IT Governance program. Works collaboratively with the State's central IT department, Enterprise Technology Services. Identifies emerging technologies, determines the probability of successful deployment, and implements these within the Department. Prepares for, attends, answers questions provide testimony to and works with legislative committees regarding existing and proposed legislation. Represents the department at state, regional and national meetings. Defines data, architecture, assets, and functional capabilities to ensure a connected transportation system (vehicle to vehicle and vehicle to infrastructure, autonomous vehicles, etc.), statewide communications system (WYOLINK), and Next Generation 911 (NG 911). Oversee the agency's development and support of applications, websites and related systems that support WYDOT operations throughout the state. Works closely with agency stakeholders to ensure applications meet agency needs and remain secure and available. This includes but is not limited to an Enterprise ERP system leveraging PeopleSoft for Finance and HR, Websites and vendor hosted applications. Coordinates the use of technology in the design and construction of highway projects.
Qualifications
PREFERENCES: Preference may be given to candidates with a bachelor's degree of Science in Computer Science or Computer Engineering with 4 - 6 years of executive leadership or senior management level experience. KNOWLEDGE: Strong writing and presentation skills. Ability to think and act strategically and proactively. Ability to develop, execute, and communicate a clear technology strategy. Currently WYDOT is working within a hybrid multi-cloud architecture. Ability to recruit, lead and motivate high-performance teams. Ability to collaborate and communicate with all levels of staff. Ability to apply technology in solving transportation issues. Good understanding of computer systems characteristics, features, and integration capabilities. Ability to remain knowledgeable on the latest developments in the technology field and apply appropriately. Ability to implement, plan, organize and develop a technology program. Ability to view the "larger picture" and balance the needs and desires of each department with the overall goals and objectives of the Department.
