Implements and administers the property maintenance program specializing in complex property maintenance violations, abandoned homes, nuisance abatement, and foreclosure cases. Essential Functions - Travels to new and current housing locations to conduct initial inspection of dwelling unit in order to assess minimum housing needs; counsels owners/tenants/ agents on the provisions of the County code of laws, building regulations, ordinances and the land development code; works with owner, tenant and/or agent to develop and implement a plan to bring the dwelling up to standards; determines if the owner must experience the planning/development process with the Zoning Division; and monitors the zoning process to ensure timeliness and accuracy. - Enforces and interprets existing minimum housing specifications and makes recommendations to management to add to or modify those specifications. - Travels to site locations and performs in progress and final field inspections during various stages of repair to ensure compliance with applicable building codes and ordinances; makes recommendations to Building Division to issue certificate of occupancy (CO). - Upon completion of work/repairs, certifies that the minimum property maintenance standards have been met; monitors continued proper maintenance of property. - Gathers and maintains documentation on all properties to meet the requirements of the ordinance governing property standards. - Schedules and performs routine inspections of existing properties to ensure that they remain in compliance with standards. - Serves as liaison between owners and contractors to ensure that the repair work is completed in a quality and timely fashion; assists in the mediation of disputes between homeowners and contractors involving workmanship materials, or contractual terms; refers the dispute to Licensing Compliance for further mediation if the contractor refuses to take corrective action. - Performs pro-active patrols of assigned area within the County to detect violations; removes signs on rights-of-way along roadways; performs general or specialized on-site inspections of an environmental nature, on existing buildings, structures, and grounds; conducts home inspections, observing new signage and/or various health and safety related nuisance issues; and re-inspects properties to ensure infraction has been abated and properties follow all regulations. - Obtains and preserves evidence of violations; take photographs; documents ordinances and violations; determines property size; performs research to determine ownership, location, and legal description of the property, zoning requirements, and other concerns; obtains property deeds; researches foreclosure filings; researches permits; documents all activity conducted in assigned position; reviews status of cases and follows up as necessary; enters property and violation photograph and other information into a computer database; retrieves, reviews, and organizes case information using computer database; verifies accuracy of data; and makes corrections as appropriate. - Works with Collier County Sheriff's Office on properties that may have criminal activity and/or may be hazardous and have code violations; works with Fire Department on safety issues at properties and businesses. - Receives application for boarding of a commercial or residential property; research ownership of the property, inspects the property, and reviews the plan for rehabilitating the property in order to ensure that it complies with County ordinance requirements; rejects the application or issues boarding certificate if appropriate; and makes recommendations to Special Master on requests for extension of boarding certificates. - Responds to questions, complaints, and requests for information/assistance from property owners, contractors, coworkers, supervisors, the public and other individuals and/or Divisions. - Attends meetings, seminars, workshops, and other training sessions as appropriate; maintains comprehensive, current knowledge and awareness of applicable inspection techniques and methodology, policies, procedures, codes, laws, regulations, and ordinances. ADDITIONAL FUNCTIONS - Performs other related duties as required. Minimum Qualifications - Associate degree required. - Three (3) years of related experience. - Candidates without a degree should possess two (2) additional years of related experience. - Fingerprinting required. LICENSES/ CERTIFICATES - Must obtain and maintain within one (1) year of hire a license as a general contractor and/or an International Code Council Property Maintenance Specialist and a Housing Inspector Certification. - Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805. Supplemental information Salary offers above the minimum pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
