OF POSITION:Under the general supervision of the Airport Facilities Manager, this position supports the Airport by overseeing all Airport construction activities, coordinating the daily work of the facilities team, and managing the Quick Turnaround Area (QTA) to keep operations safe, reliable, and efficient. This position ensures projects and facilities comply with FAA standards, Oregon building codes, and the Airport’s operational requirements. Through strong coordination with other City departments, contractors, tenants, and rental car partners, the role supports long-term Airport growth while maintaining high standards for facility performance and safety. By aligning construction, maintenance, and QTA operations, this position helps ensure the Airport delivers a consistent, high-quality experience for passengers, staff, and stakeholders. This position requires considerable independent judgment and initiative in combining a broad scope of professional knowledge and sophisticated judgments to secure required information and to make decisions within a limited scope for assigned projects or delegated areas of responsibility.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS:Airport Facilities Project Management:Lead construction and facility improvement projects from contract award through closeout, ensuring alignment with Airport standards. Oversee on-site and off-site construction activities, including work performed by contract construction managers, to verify compliance with approved plans. Conduct regular site reviews, monitor daily progress, and address issues that may impact schedule, quality, or safety. Prepare and review project reports, documentation, and status updates for internal teams and external stakeholders. Ensure adherence to quality control procedures, safety and security requirements, and proper construction techniques. Participate in design coordination meetings, reviewing construction plans, logistics, staging, utilities, and security impacts. Manage contractor and consultant performance, change order reviews, and compliance with Airport operational requirements. Coordinate with Airport departments, tenants, and federal agencies to minimize operational impacts and maintain regulatory complianceSupport project budgeting, scheduling, tenant improvement reviews, and escalation of risks or delays to Airport leadership. Facilities Coordination:Coordinate daily activities of Airport facilities staff to ensure timely completion of maintenance, repairs, inspections, and operational tasks. Prioritize and track staff work orders based on operational needs, safety requirements, and service demands. Conduct daily facility walk throughs to identify maintenance needs, safety issues, and service gaps, coordinating staff response as needed. Collaborate with Airport operations, contractors, and tenants to coordinate facility support activities. Verify the accuracy and completeness of staff reports, logs, and documentation within maintenance management systems. Assist in implementing preventative maintenance programs and ensure the facilities team is executing tasks in accordance with established procedures. Support emergency and irregular operations by directing staff resources, communicating priorities, and helping maintain continuous Airport facility readiness. Quick Turnaround Area (QTA) Facility Program Management:Manage daily QTA operations, including fueling systems, wash equipment, vacuums, light maintenance, and general facility upkeep. Coordinate with rental car companies to ensure efficient vehicle flow, turnaround, and operational readiness. Monitor throughput and performance metrics to optimize facility efficiency and resolve operational issues. Serve as the primary liaison among the Airport, rental car agencies, contractors, and service providers. Oversee service contracts, inspections, equipment functionality, and regulatory compliance, including grounds and seasonal work. Manage the QTA operating budget, maintain accurate records, and use data analytics to guide financial and operational improvements.
Qualifications
JOB QUALIFICATIONS REQUIREMENTS:Mandatory Requirements:Bachelor’s Degree in Business Administration, Construction Management, Project Management, Aviation Management, Logistics, or related field, and five (5) years of experience in facility management or aviation; or any equivalent combination of education and verifiable work experience which demonstrates the ability to perform the described duties. Special Requirements/ Licenses:Possession of, or must obtain, a valid Oregon driver’s license within thirty (30) days from date of hire. Must have a safe driving record. Possession of , or the ability to obtain, the current Basic First Aid and CPR Certificate within six (6) months. Desirable Requirements:Five (5) years combined experience in construction, general or special inspector work. Previous experience with aviation or transportation industries is desired. Familiarity with fueling systems, car wash equipment, and environmental compliance. Strong knowledge of Airport safety, environmental, and operational regulations. Excellent communication, negotiation, and stakeholder management skills. Limited Maintenance Electrical License (LME)(LEB)Proficiency in facility management, inventory, and asset software.
Work Environment
TOOLS AND EQUIPMENT USED:Computer, including facility maintenance system, internet, and spreadsheet programs; telephone system, mobile radio, cell phone; operates snowplow/blower, miscellaneous power and hand tools, weed eaters, lawn edgers, riding and manual lawn mowers, and other landscaping equipment.
