Plans, develops, implements, and evaluates the district’s special education programs and related services in compliance with state and federal laws. Collaborates to maintain alignment of the district special education program with the Douglas County School District strategic plan. Develops and promotes good community relations among various district and community clientele. Demonstrate knowledge about and ability to facilitate partnerships and engage parents, families and communities in the implementation of special education programs and delivery of special education services. Demonstrate knowledge of and implement school district budgeting and resource allocation, including those related to special education. Demonstrate knowledge of organizational culture; apply a systems approach to the development of special education programs and processes; and facilitate effective systems change. Display the knowledge and ability to recruit, retain and evaluate qualified personnel in order to effectively implement programs and services for all children, including those with disabilities. Evaluate the efficacy and efficiency of special education programs, facilities, services and monitoring systems, and use the evaluation data to improve the programs and services for all children, including those with disabilities. Demonstrates a solid foundation for leadership by: (a) demonstrating a comprehensive knowledge of special education organization, programs, laws and best practices; and (b) setting high standards and a positive direction for special education consistent with the values, mission and vision of the district and State of Colorado.
