This position provides centralized pre-award sponsored programs administration support to a portfolio of academic departments and research units. The role is responsible for the review, institutional endorsement, and electronic submission of sponsored program proposals to external sponsors primarily consisting of federal, state, and foundations, ensuring compliance with sponsor requirements and institutional policies prior to award. This position does not perform post-award management duties, does not accept awards, does not negotiate contracts or terms and conditions, and does not conduct financial or expense compliance reviews. Job Related Minimum Required Education and Experience Requires a bachelor’s degree in a job related field and 1 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience. Required Certification, Licensure/ Other Credentials Preferred Qualifications Experience in pre-award research administration in higher education. Familiarity with federal proposal submission systems and sponsor requirements. Knowledge of federal grant regulations as applied to proposal development. Knowledge/ Skills/ Abilities Knowledge of pre-award sponsored program regulations and proposal requirements. Strong analytical skills for reviewing proposals and sponsor guidelines. Ability to manage multiple proposal deadlines simultaneously. Excellent written and verbal communication skills. Proficiency with electronic research administration and sponsor submission systems. Ability to work independently while supporting a high volume proposal environment. Job Duties Job Duty Proposal Review, Preparation, and Submission: Review externally funded sponsored program proposals for completeness, accuracy, and compliance with sponsor guidelines, institutional policies, and applicable federal and/or state regulations prior to submission. Ensure correct application of proposal components such as budgets, budget justifications, subrecipient documentation, cost share, biosketches, facilities, statements, and required certifications. Serve as the authorized institutional pre-award reviewer for proposals submitted through electronic systems (e.g., Grants.gov, Fast. Lane, Research.gov, ASSIST, sponsor portals) and additional submittal processes (email, etc.). Coordinate and submit proposals on behalf of the institution by sponsor deadlines. Essential Function Yes Percentage of Time 40 Job Duty Pre-Award Budget Development Support: Provide pre-award budget guidance to faculty and departmental staff, including: Allowable vs. unallowable costs (pre-award perspective only). Salary and fringe calculations. Effort commitments. Subrecipient and consultant budget review. Verify budget alignment with sponsor limitations and institutional costingmethodologies. Ensure consistency between proposal narrative, scope of work, and budgetjustification. Essential Function Yes Percentage of Time 20 Job Duty Faculty, Department, and Sponsor Guidance: Advise faculty and staff on pre-award proposal processes, timelines, sponsor requirements, and submission strategies. Interpret sponsor instructions, funding opportunity announcements (FO - As), andproposal policies for application purposes only. Act as a liaison between departments and central research offices for pre-submissioncoordination. Essential Function Yes Percentage of Time 20 Job Duty Pre-Award Compliance and Policy Interpretation: Interpret and apply federal, sponsor, and institutional rules related to proposal submission and certification requirements. Identify proposal level compliance issues (e.g., human subjects documentation status, animal use disclosures, conflict of interest acknowledgements) and coordinate resolution prior to submission. Ensure institutional approvals are obtained before proposal submission. Essential Function Yes Percentage of Time 15 Job Duty Systems, Documentation, and Process Improvement: Maintain accurate proposal records and correspondence in institutional electronic research administration systems. Contribute to pre-award work?ow improvements, templates, and guidance materials. Assist with training and outreach related to proposal submission processes.
