Manages and administers all aspects of parking operations such as, revenue accountability, finance and accounting, reporting, traffic flow analysis, and general maintenance of parking equipment;Supervises employees, hires, recommends terminations, performs disciplinary actions, conducts employee evaluations, and establishes expectations and counsel employees on their performance;Trains or arranges for training of employees as applicable;Monitors attendance; approves timesheets and requests for time off. Analyzes parking and transportation needs and develops short and long range plans to meet those needs;Produces monthly revenue reports for all locations, and recommend improvements for generating additional revenue;Develops and maintains the division's operating budget and make fiscal recommendations for capital improvements;Meets with local businesses or community groups to exchange information or coordinate lease and parking space rentals;Ensures cash receipts and tickets are processed by utilizing established internal controls and procedures;Manages all aspects of contract-parking services, including, the preparation and evaluation of monthly billing;Prepares and maintains staff schedules to ensure maximum utilization of available personnel;Conducts facility inspections on a regular basis to ensure that safety concerns are addressed for both customers and employees;Performs minor repairs to parking garage equipment, to include ticket spitters, card scanners, card readers, automatic gates, and roll-up gates;May be responsible for budgetary responsibilities and implementing accounting/revenue controls and occupancy tracking;May be responsible for the selection and implementation of parking programs and activities;May also be responsible for coordinating the maintenance of parking garage equipment;Responsible for the development and coordination of security and maintenance needs to ensure that all parking garages are available to customers;Maintains, schedules, coordinates, and/or performs regular cleaning, painting, and other minor maintenance duties;Monitors parking trends to create and maintain a competitive edge for the parking facility;Authorizes and approves the purchase of supplies, services and materials associated with the administration and operation of the facilities;Addresses all customer complaints and inquires, and assists in the resolution of conflicts and difficult situations;May identify staffing needs for daily operation of all parking garages and lots to ensure that all parking garages are filled to optimum capacity;Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and. Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills. Other Important Duties - Performs such other related duties as may be assigned. Job Summary Summary of Position. The Parking Garage Manager under the general direction is responsible for managing one or more parking garages/surface lots for El Paso County, including public parking access to garage, reserved parking accounts, and surface lots. Additional Information Minimum Requirements: Knowledge, Skills, and Abilities. Knowledge of : Supervisory techniques; office management techniques; procedures and methods including computer keyboard operation; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; administrative and business principles and practices used in the management and operations of large parking facilities, contract compliance, budgeting, cash receipting and depositing, and the computer operations to support these functions. Skill/ Ability to: manage construction and installation activities on assigned projects, manage multi-disciplines such as, maintenance of facilities, parking garage equipment, and other operational needs, effectively managing a revenue enterprise, effective oral and/or written communication, understand and carry out oral and written instructions precisely; maintain confidentiality of information; establish and maintain effective and cooperative working relationships with those contacted in the course of work; read and interpret documents such as rules, operating and maintenance instructions, and procedure manuals; deal with compliance issues, complete projects within the required scheduling, and the ability to make prompt customer service decisions, exercise good judgment, tact and diplomacy in all public dealings, lead and motivate subordinates; complete projects on time and within budget, and establish and maintain cooperative and effective relationships with those contacted during the course of work.
