Managing Attorney – Procurement Practice Group Position Number 72003825 Office of General Counsel. State of Florida Department of Management Services. This position is located in Tallahassee, FL The Work You Will Do: This Managing Attorney has supervisory duties over attorneys serving in the procurement practice group within DMS’ Office of General Counsel. This group supports the Division of State Purchasing, Division of Real Estate Development and Management, and Division of Specialized Services with regard to procurement, contract matters, rulemaking, and general legal advice. This group also provides support to the Division of Retirement with regard to procurement and contracting matters. This position may also have the opportunity to provide litigation support for the program areas in administrative and judicial proceedings from time to time, if desired and with support from other members of the office. How You Will Grow: This position provides the opportunity to develop an expertise in negotiating contracts with some of the world’s largest vendors, all while providing strategic legal advice to the DMS program areas that focus on the procurement of goods and services and real estate. The program areas that this position supports work in a fast-paced, technical environments, allowing the attorney ongoing exposure to new subject matter and the opportunity to assist with structuring and implementing programs in compliance with both Florida and federal law. The Office of General Counsel also supports attorney development by providing Continuing Legal Education opportunities and allowing its attorneys to gain exposure to other areas of the law that the office assists with by promoting collaboration and cross-training in these highly specialized areas (e.g., information technology, cybersecurity, employment and labor relations, health care). Ultimately, this position will allow the right candidate the opportunity to grow professionally while working alongside a team of talented and professional attorneys in a collegial atmosphere. For a more complete list of benefits, visit Pay Range: $116,616.76 Required Knowledge, Skills, and Abilities:The attorney should possess the following: - Ability to work independently and coordinate the work activities of reporting attorneys. - Excellent written and verbal communication skills. - Ability to collect, evaluate, and analyze data. - Ability to plan, organize, coordinate, and timely complete work assignments. - Ability to use logic and analysis to identify the strengths and weaknesses of different approaches. - Ability to establish and maintain effective working relationships with others. - Knowledge of laws, rules, legal codes, court procedures, precedents, government regulations, executive orders, and agency policies and procedures or ability to thoroughly research such. - Basic proficiency in office information technology. Qualifications: Minimum Qualifications: - A juris doctor from an accredited law school. - Admission to, and good standing with, The Florida Bar. - At least three years of legal experience. - At least two years of experience with chapter 287, Florida Statutes, competitive procurements. Preferred Qualifications: - Experience with rulemaking. - Experience with bill analyses. - Experience with Florida’s Sunshine Law. - Knowledge of real estate and/or construction law.
