This position provides technical, surveillance, investigative, analytical, and programmatic work involving preparedness in the public health field for all-hazards response with 100% of this position’s focus devoted to the geographical area of Escambia County. This position is required to possess knowledge and interest regarding public health preparedness and response, have an awareness of epidemiology applications to all-hazards response, have skills in computer applications, have intermediate-level skills as a trainer to various types of audiences, and skills in data management. Performs a wide range of duties under the limited supervision of the Asst County Health Dept Director-HLTH. Travel may be required. Planning Assists in the creation and submittal of HSEEP-compliant After-Action Reports Assists in developing Corrective Action Plans, as assigned. Conducts annual review of written plans and recommends updates to meet branch and Escambia CHD policies. Assists with preparation of emergency preparedness publications (i.e., newsletters, annual reports, etc.) Assists in the preparation of special reports by extracting pertinent data from files and organizing them into meaningful format. Formats and prints reports from the database. Submits routine reports. Creates and updates organizational charts. Assists in conducting emergency preparedness orientation with new employees. Assures new employee completion of Incident Command System and other mandatory training requirements. Assists in formulation of training, training agendas and setting up training venues. This may include transportation of items between locations and setting items up at various venues. Loads/unloads items in trucks and trailers. Hooks trailers to trucks and drives trucks with cargo trailers in tow. Logistics Develop warehouse reports and documents necessary to monitor and maintain warehouse operations at an optimum level. Periodically performs physical inventory checks. Assists in the care and maintenance of the storerooms, supplies, and equipment. Assists in maintaining preparedness program inventory for maximum efficiency and accountability. Develops and maintains the Medical Reserve Corps (MRC) database and related documentation. Facilitates activation and coordinates assignments for MRC volunteers. Coordinates the issuance of materials to other sections or community partners. Make entries, deletions, and corrections to Preparedness data systems. Training/ Exercises Assists with or leads the coordination of mandated PHP related training. Maintains knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS) demonstrated by completion of Department of Homeland Security, Federal Emergency Management Agency courses. Professional Training face-to-face, seminars, and workshops. Emergency Support Function/ Response Serves as command/general staff for Escambia CHD during event/incident. Supports the Emergency Support Function 8 (ESF-8) Public Health and Medical Unit for the Emergency Operations Center during activations. Hospital Status Updates: Conducts status checks with hospitals and other health-related facilities as part of ESF-8 response activities. Updates data systems with information as obtained. Response: Acts in a support role or as part of a team during public health response incidents. Assists in the activation of the SP - Ns Shelter, coordinates with CHD leaders to staff local and statewide response activities. SPNS Registry: Facilitates public registration process for Sp. NS throughout the year. Maintains Sp. NS registry. Fit Testing Conducts N-95 respirator fit testing and respirator training for Escambia County Health Department (Escambia CHD) staff. Other Related Duties: Performs other duties as assigned. Other job-related requirements for this position: This position may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of this position includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. This position must carry an Escambia CHD cellphone. The incumbent in this position may be required to use vehicles owned, leased, or operated by the state or county to conduct official state business. State or county vehicles shall be used only for officially authorized duties and not for personal use, unless a specific exception applies under Florida law (F. S. § 287.17). May have to use personal vehicle for work related duties. Working hours: (A) Daily from 8:00 to 5:00 (B) Total hours in workweek 40 (C) Explain any variation in work (split shift, rotation, etc.) This position requires daily in-office or field work. Required Knowledge, Skills, and Abilities: Knowledge of methods of compiling, organizing, and analyzing data. - Knowledge of problem-solving techniques. - Knowledge of research techniques. - Knowledge of Federal, State, and local emergency response planning principles, practices, and procedures; to include but not limited to the use of CPG 101 plans format. - Knowledge of Florida ESF structure and operations. - Knowledge of Department of Homeland Security (DHS) Homeland Security Exercise and Evaluation Program (HSEEP) concepts, practices, and procedures. - Knowledge of NIMS and ICS, including completion of IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800. - Ability to compile, organize and analyze data. - Ability to utilize problem-solving techniques. - Ability to evaluate programs. - Ability to develop program projections. - Ability to prepare reports and records. - Ability to plan, organize and coordinate work assignments. - Ability to communicate effectively. - Ability to establish and maintain effective working relationships with others. - Ability to develop, conduct, and evaluate training curriculum for Escambia CHD staff and partner agencies/organizations. - Ability to support the facilitation of multi-discipline/multi-jurisdictional planning meetings. Qualifications: Minimum - Valid Driver's License, 1 - 3 years of work experience, and knowledge and experience with Incident Command System. Preferred - A Bachelor's degree or higher in a science-related field, 1 - 3 years of training and experience in public health or medical field, the successful completion of ICS advance courses (e.g., Incident Commander, Operations Branch Chief, 300 & 400 as well as ICS supervisory and basic IS courses, 1 - 2 years of experience in emergency public health preparedness, epidemiology, and response planning, 1 - 3 years experience in developing/providing various preparedness exercises including Epidemiology, BPHL or Emergency Management topics.
