The incumbent of this position is Financial Analyst Manager in the Office of the Chief Financial Officer (OCFO) of the City of Detroit. They will be assigned to lead and manage Financial Analyst Manager II - Is, Supervisory Financial Analysts, Accountants and Financial Analyst professionals and paraprofessionals. Financial Analyst Manager I - Vs perform functions within various locations of the Office of the Chief Financial Officer. This Manager has primary responsibility for planning, implementing, managing and controlling all financial analysis related activities of the teams and projects assigned. The incumbent is responsible for ensuring the implementation of the appropriate modules of the ERP Cloud that impact the operation managed. Examples of Duties Using ERP Cloud applications supervises/manages the following activities: Strategic planning, financial and operational analysis, budget preparation and analysis, and other critical analysis Financial evaluation of agencies and departments Strategic financial modeling, annual target setting, and annual business planning process for City Agencies to assess financial implications and support complex business decisions Using Process Management to manage the financial review cycle Development, implementation, and monitoring of financial and operational policies, guidelines, processes, procedures, internal controls, and performance measures Partnerships with City Agencies to develop and monitor multi-year operating and capital plans, reserve forecasts, and long-range financial strategies Prepare annual financial statements for Enterprise Funds of municipalities, ensuring accuracy and compliance with applicable governmental account standards. Oversee:Creation of Financial Reports and Analyses Compliance with financial and operational performance measures Using ERP Cloud Technology and through appropriate application modules: Prepare detailed financial forecasts and models, cost projections, and recommendations based on actual results Analyzes accounting records and other data to determine the financial resources required to implement a program Analyzes prior year expenditures, grant balances, and fund sources Establishes and uses performance measures to improve the quality, effectiveness, and efficiency of City services while minimizing the cost of program delivery Assesses overall performance of City operations Reviews cost-benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods Evaluates monthly financial and operational performance against plan, prior year, and forecast Generates various ah-hoc financial and operational reports Performs inquiries and run reports Enters, manipulates, and analyzes financial data Calculates and consolidates financial data Makes investment decisions by analyzing financial information and forecasts related to City, industry, or economic conditions Reviews plans of action for investment prepared by subordinates; Approves or denies requests for investments using financial analyses Drives functional enhancements to planning and forecasting processes and activities and ensures best practices are used by subordinates, agencies, and other departments Provides managerial consultation and assistance to subordinates in preparing budgets, grants, proposals and contracts; Interprets, applies, and enforces budget and financial guidelines Identifies and advises on budget overruns, revenue shortfalls and other financial problems for large departments; Recommends options and solutions and works with management to resolve problems Consults with other managers to ensure that budget adjustments are made in accordance with program changes Performs special projects and other duties as assigned. General Management / Supervisory Duties and Responsibilities. Manages a subordinate staff of managers, supervisors, professionals, and paraprofessionals who perform professional financial analysis work including financial planning and analysis, cost studies and alternative analysis, and compliance and ad hoc analysis Prepares annual financial statements for Enterprise Funds of municipalities, ensuring accuracy and compliance with applicable governmental account standards. Plans work to be accomplished by subordinates including the implementation of the ERP Cloud modules and technology applications that impact the work managed Ensure compliance with all the implementation guidelines required for successful implementation and use of new technologies Identifies operational issues associated with ERP Cloud and new technology applications and brings these to the attention of the higher-level personnel for resolution Makes decisions affecting the basic content and character of the operations directed Making decisions on long-range planning Performs periodic and comprehensive evaluation of program goals and objectives Make decisions on organization improvements Makes decisions which have an impact on relationships with other groups Makes decisions substantially affecting economy of operations Make decisions involving key officials Makes decisions on work problems presented by subordinate Supervisors and Managers Collaborates with heads of other units to negotiate, decide on, and/or coordinate work-related changes affecting other units Advises officials with broader and higher responsibilities on problems involving the relationship of the work of the unit managed to broader programs, and its impact on such programs Sets priorities and prepares schedules for completion of work Assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees Gives advice, counsels, or instructions to individual employees on both work and administrative matters Interviews candidates for positions in his unit Evaluates performance of subordinate Managers and Supervisors Reviews evaluations made by Managers and Supervisors on other employees Make selections for nonsupervisory positions, recommending selections for Supervisors and Manager positions Hears group grievances and serious employee complaints, or ones not resolved at a lower level: reviewing serious disciplinary cases those proposing suspensions and removals, and disciplinary problems involving key employees As needed, consults with specialists on training needs, and decides on training problems related to the units managed including training in ERP Cloud applications and new technologies Identifies developmental and training needs of employees in consultation with the Chief Learning Officer Provides or makes provisions for such development and training Minimum Qualifications Qualifications (required):Bachelor’s degree from an accredited college or university, with major course work in accounting, or related field. Such education must include at least twenty-four (24) semester (36 terms) credits in coursework of accounting or a related field. Four (4) years of experience involving the examination and evaluation of the accounting, financial, operational, or control records of public agencies, private organizations, or individuals. At least one (1) year as a Manager III or at least three (3) years as a Supervisor. Qualifications (preferred):Master’s degree and/or CPA certification. Equivalency. Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis. Supplemental Information Evaluation Plan. High proficiency of Microsoft Excel and able to process large quantities of data using spreadsheets with formulas. Strong, proficient foundation in core accounting principles, budgeting and forecasting. Strong technical accounting, analytical, organizational, and problem-solving skills, as well as excellent communication and interpersonal skills. Knowledge of business and management principles, practices and techniques of program development, implementation, and evaluation involved in formal project management processes, strategic planning, human resources modeling, leadership techniques, management principles (including quality, resources, risk, change and schedule), and coordination of people and resources. Knowledge of financial management and reporting and strategic planning. Knowledge of obtaining, compiling, and summarizing narrative information and quantitative data for use by others including research and analysis methods, data and/or statistical analysis. Knowledge of process improvement tools and methodologies to identify opportunities for process and/or technology improvements. Knowledge of interdependence between business processes and technology. Knowledge of enterprise resource planning systems for finance, budget, general ledger, human resources, and other management systems and software programs, including centralized grants management systems. Skilled in identifying, synthesizing, and evaluating program-related issues and assignments, consolidating information from a variety of sources, and selecting appropriate analytical approaches. Skilled in making decisions or recommendations significantly changing, interpreting, or developing important public policies or programs. Skilled in assessing customer requirements, analyzing business processes and data, evaluating possible solutions, and presenting recommendations to stakeholders and higher-grade personnel. Skilled in personal computer capabilities and the application of computer systems (Microsoft Office, Excel, and other software packages functionality) to issues of format and content in City and departmental financial management. Skilled in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Ability to collect, quickly interpret, and analyze information/ data from a variety of sources, apply criteria, draw conclusions, and develop recommendations, guidelines, professional and technical reports and policies. Ability to plan, coordinate, set priorities, provide direction, guidance, and supervise staff, project teams and others engaged in program management activities. Ability to participate in decision-making sessions, provide guidance, and advise a number of program managers on legal and regulatory requirements, financial policies, the interpretation of data, potential roadblocks, and program improvements through analysis of fund requests, program operations, monthly reports, and special analysis. Ability to communicate information and ideas diplomatically, clearly and effectively both orally and in writing so they can be understood. Ability to establish and maintain effective working relationships and communicate at all levels, in order to obtain or provide information or negotiate challenging situations, with both internal and external stakeholders to the City. Physical Demands. The employee generally remains in a stationary position for an extended period of time operating standard office equipment which may include computers, telephones, photocopiers, and fax machines. The employee is expected to move about to accomplish tasks such as opening file cabinets and moving files. Must be able to lift, push, pull, and carry up to 20 pounds. Work Environment. Work is performed primarily in an office environment. Some work requires travel to meetings, conferences, and other work sites with exposure to seasonal weather conditions.
