The purpose of the class is to perform difficult skilled and supervisory work planning and supervising work crews engaged in public works maintenance, construction or repair work; to investigate and resolve public complaints regarding Public Works projects; and to perform related duties as required. This class works within broad policy and organizational guidelines, does independent planning and implementation and reports progress of major activities through periodic conferences and meetings. Duties ESSENTIAL JOB FUNCTIONS Assists the Manager or Department Head in planning, coordinating and supervising transportation/ stormwater maintenance, construction and repair projects. Assists in ensuring divisional compliance with applicable federal, state and local laws and regulations, County policies and procedures, and standards of quality and safety. Supervises assigned staff including crew supervisors. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; assisting with the selection of new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed. Inspects roads and bridges, stormwater systems, airports and runways, County buildings and grounds, etc., for maintenance needs. Schedules transportation/stormwater projects; coordinates the use of available equipment, materials and personnel to obtain maximum effectiveness and efficiency. Plans and oversees design and construction of C-fund roads. Inspects the work of crews and contractors for compliance with applicable policies, procedures, laws, regulations, permits, plans, and standards of quality and safety; initiates corrective action as necessary. Inspects private sector construction sites as required for compliance with laws and regulations. Coordinates clean-up efforts after storms, heavy rains, hurricanes, etc., during this coordination period the employee will be required to be on call 24/7. Additional hours/days will be required during this clean-up period. Operates and or supervises the operation of heavy equipment and vehicles including, but not limited to, motor graders, back hoes, bull dozers, front-end loaders, track hoes, tractors, dump trucks, lowboys, bush cutters, etc.; ensures the proper and timely maintenance of assigned vehicles and equipment. Assists in coordinating divisional activities and functions with those of other County divisions, departments and outside agencies as appropriate. Prepares and maintains detailed work records and reports. Receives and responds to inquiries and requests for assistance regarding areas of responsibility; investigates and resolves public complaints. Performs general administrative/clerical work as required including, but not limited to, approving timesheets, copying and filing documents, entering and retrieving computer data, works with various Microsoft software through office & laptop computers along with tablets, attending meetings, etc. Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current legislation, trends and technology in assigned areas of responsibility. Performs other related job duties as assigned. Qualifications High school diploma or GED supplemented by education in construction or a closely related field. Requires at least six (6) years of related work experience. Special Qualifications:Must possess a valid state driver’s license. CDL class A preferred Additional Requirements WORK ENVIRONMENT Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others. Position Type and Expected Hours of Work This is a full-time position; typical work hours and days are Monday through Thursday, 10.5 hrs each day. Some flexibility in hours is allowed, but employees must be available during the following “core” work hours: Nov-May (7 am – 5:30 pm) and Jun-Oct (6 am-4:30 pm). Employees must work 40 hours each week to maintain fulltime status. Must be available to work holidays and weekends during emergencies. This is a safety sensitive position and employees holding this position have the responsibility for their own safety and the safety of others. This position is subject to random drug testing. E. O.
