Do you have strong organizational skills and attention to detail? The Department of Planning and Permitting (DPP), Planning Division, is hiring for two (2) Planner III positions in Honolulu. One vacancy is in the Policy Planning Branch and the other is in the Development Plans & Zone Change Branch. In addition, there is an anticipated Planner II vacancy in the Site Development Division located in Honolulu. What You Will Do. Planner III (SR-20): $5,512/month, includes shortage differential. Assist professional planners with processing simple applications involving either state land use boundary amendments, zone changes and public infrastructure map amendments or zone changes and zoning district boundary adjustments (depending on applicable branch), including initial acceptance review, drafting memos and letters, researching and analyzing the application, drafting recommendations and reports, preparing exhibits, maps, tables and other graphic displays, supporting presentations to the City Council, and notifying applicant of final action. Independently perform technical research and analytical work in the evaluation of projects of simple and moderately complexity. Assist in the development of scope of work, executing contract documents and reviewing invoices. Planner II (SR-18): $5,104/month, includes shortage differential. Research and analyze fairly simple applications for subdivision, site development, consolidations, and park dedication. Prepare subdivision meeting agendas, distribute agendas and materials, and follow up on interagency subdivision meetings. Review fairly simple construction and grading plans. Minimum Qualification Requirements At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment. EDUCATION REQUIREMENT:Equivalent to graduation from an accredited four-year college or university with major work in city planning, sociology, business or public administration or a related field. Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. For example:1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree .. Four (4) years of general work experience (does not need to be professional level experience) involving the conduct and compilation of surveys, studies, and/or statistical data may be substituted for a general bachelor's degree. The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. EXPERIENCE REQUIREMENT:Planner II (SR-18)Six (6) months of research or analytical experience in social, economic or community development programs. Planner III (SR-20)One (1) year of research or analytical experience in social, economic or community development programs. Applicable Skills Needed:Knowledge of research methodologies and statistical procedures. Understanding of standard sources and applications of socio-economic data. Knowledge of socio-economic conditions, trends, and issues. Familiarity with fundamental principles and objectives of community planning. Ability to design and conduct research and statistical analyses. Skill in collecting, classifying, and interpreting quantitative data. Proficiency in developing tables, charts, and graphical data presentations. Ability to communicate findings effectively through clear, concise written reports. Substitution: A Master's degree in Urban and Regional Planning, Social Sciences, Business Administration, Public Administration or a related field from an accredited four-year college or university may be substituted for up to one year of research or analytical experience in social, economic or community development programs.
