Engineering Technician I: $5,539 - $7,423 per month. Engineering Technician II: $6,114 - $8,194 per month. We have an opening for the position of Engineering Technician I/ II in our Development Services Department/ Engineering Division. Under direct supervision (Engineering Technician I) or general supervision (Engineering Technician II), performs a wide variety of technical and subprofessional engineering support work on engineering projects and related improvements in the field or office; provide support to engineering project managers in the planning, design, and construction management of assigned projects, including providing information to contractors, developers, and the general public; and related work as required. Supervision is received from an Engineer I and/or II, or higher-level engineering staff. DISTINGUISHING CHARACTERISTICS - Engineering Technician I – This is the entry level class in the Engineering Technician series. This level is not expected to function with the same amount of work knowledge or skill level as positions allocated to the Engineering Technician II level. The Engineering Technician I exercises less independent discretion and judgment in matters related to work procedures and methods. Incumbents initially appointed to Engineering Technician I level may progress to Engineering Technician II after successfully completing one year (12 months) as an Engineering Technician I with the City of Escondido, and achieving the qualifications and division requirements established for progression. Engineering Technician II – This is the full journey-level class in the Engineering Technician series. Positions at this level are distinguished from the Engineering Technician I by the performance of the full range of duties assigned, working independently, applying well developed knowledge, and exercising judgement and initiative. Positions in this class series are flexibly staffed and positions at the Engineering Technician II level are normally filled by advancement from the Engineering Technician I level. Key Responsibilities The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Performs preliminary map plotting from topographic survey notes prepared in field surveys;Assists in the preparation of maps, exhibits, specifications, plans, estimates, and reports pertaining to the construction, maintenance, and operation of a variety of engineering projects;May act as a party chief on occasion, making preliminary construction, topographic, and other surveys;Checks tentative and final subdivision maps, parcel maps, public improvement plans, grading plans, and other plans;Assists in computing grades, reducing cross-section notes, plotting profiles, and drawing alignments;Checks, interprets, and prepares legal descriptions, boundary descriptions, and preliminary agreements;Records engineering data on maps;Provides information and assistance to developers, engineers, property owners and other City staff members;Answers questions and provides information to the general public concerning engineering and infrastructure; assists the public with land development questions;Reviews plot plans and development plans, writes conditions of approval and related staff reports;Plans, estimates and analyzes a variety of engineering studies;Checks operational aspects of street construction project for traffic flow improvement;Makes field inspections and investigations related to various types of engineering problems and submits reports and recommendations;Assists in operating and programming of computer systems for engineering analyses;Performs a variety of specialized engineering and office duties in support of the professional engineering staff;Maintains plan files and engineering records;Writes correspondence, memorandums, and engineering specifications. QUALIFICATIONS - Knowledge of:Elementary principals of civil engineering standards, principles, and methods involving the design and construction of projects of various types;Federal, state, and local laws, codes, and regulations affecting the areas of assigned responsibility;The nomenclature, symbols, methods, practices, and instruments used in engineering drafting;Plane trigonometry;Materials, methods, and equipment used in the collection, analysis and construction of public works structures and facilities;Principles of engineering mechanics;City of Escondido municipal codes, standards, policies, and procedures;Fundamentals of traffic engineering;Skills in the use of drafting, survey and other engineering instruments;Principles and practices of customer service. Ability to:Conduct field surveys;Operate and maintain mechanical map reproduction equipment and related engineering equipment;Read and interpret engineering maps and drawings, grading plans, improvement plans, and other related documents;Prepare accurate drawings from field notes;Analyze, prepare and interpret plans, specifications, survey notes, and a variety of statistics and graphs;Follow oral and written instructions;Make quick and accurate computations;Supervise and train others;Speak and write effectively;Perform duties in a manner which demonstrates an understanding and respect for the diversity of City employees and the community;Establish and maintain effective relationships with employees, developers, engineers, property owners, and other personnel;Operate personal computer software applications, including Microsoft office and e-mail. Minimum Requirements Engineering Technician I/ II - Education/ Training:Completion of two years of college in engineering, construction or related field, including courses in algebra, geometry, trigonometry, and surveying. Engineering Technician I - Experience:Two years (full-time equivalent) of experience as an engineering aide, land surveyor, or related work. Engineering Technician II - Experience:Advancement to Engineering Technician II may be made after successfully completing one year (full-time equivalent) as an Engineering Technician I with the City of Escondido. Initial appointment at an Engineering Technician II level may be made based on the above educational requirements and three years (full-time equivalent) of responsible subprofessional engineering experience. License or Certificate:Must possess a valid Class C California driver's license.
