The Legislative Research Commission is accepting applications for the position of Human Resources specialist, LRC in the Human Resources & Professional Development Department. This position is nonpartisan in nature and requires the ability to work with neutrality in a politically charged environment. This is a permanent, full-time position with benefits including health and life insurance; retirement plan; and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with prior approval. Job Duties: Quickly responds to employment verification inquiries; worker’s compensation. Promptly responds to employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff. Assists new employees with completion of required Human Resources documents. Assists H. R. staff with Open Record Requests, including but not limited to requests from the Director’s office, other legislators, and outside requests while maintaining confidentiality. Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance. Provides honest responses to staff inquiries related to human resources needs in a timely, professional manner. Assists with the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings. Serves as back up to HR Administrative Assistant to conduct applicant background screening, including but not limited to employment verification, references, and criminal history. Maintains employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other key details. Provides technical assistance relative to personnel, payroll, and benefits administration to agency management and employees. Maintains accurate records of active job openings and received applications; manages internal and external job postings. Utilizes My. Purpose technology platform to perform employment-related functions. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law to ensure a dignified, safe, and inclusive workplace. Administers personnel actions for LRC employees using the KHRIS system accurately entering personal data using a 2-step approval process. Creates and maintains accurate, dependable, and comprehensive personnel reports in Microsoft EXCEL, KHRIS, and in-house Personnel Applications. Conducts or assists with record audits and mandatory reports, which may include I-9 audits, EEO-1 filings, payroll audits, and/or other compliance reviews. Communicates with the Personnel Cabinet for discrepancies in policies, as needed. Assists H. R. staff with the administration of employee benefits explaining the differences in plans. Coordinates special projects as needed. Assesses employees’ applications relative to qualifications for specific classifications mindful of LRC’s unique job duties. Performs administrative and recordkeeping tasks related to staffing changes, which may include layoffs, resignations, terminations, and extended leaves of absence. Processes agency workers’ compensation claims. Recommends new class specifications and revisions in existing specifications tailored to the needs of the agency. Performs other duties as assigned. Desired Skills and Abilities: Excellent verbal and written communication skills. Practical subject knowledge and the ability to interpret federal, state, and local laws, regulations, and legal precedent. Competence in using correct grammar, spelling, and punctuation. Ability to enter, process, and monitor all employee timesheets. Ability to maintain and update personnel and payroll information using the Kentucky Human Resources Information Systems (KHRIS) system. Minimum Requirements EDUCATION: Bachelor’s degree with an emphasis in human resources, business, public administration, or a related field. EXPERIENCE, TRAINING, OR SKILLS: One year in human resources or relevant field. KHRIS experience preferred. Education may be substituted for experience and experience may be substituted for education at the discretion of the supervisor/manager.
