Hourly Wage: $27.89 About Planning & Development Specialist: Under general supervision of the Planning & Zoning Division Manager, the Planning & Development Specialist enforces Linn County zoning and floodplain regulations, including FEMA and State of Iowa standards, and performs technical duties to ensure the efficient and effective operation of the Zoning Division. This position performs site inspections, investigates complaints, reviews development plans, and provides technical support to the public, staff, and boards. Responsibilities include assisting in daily workflow, responding to inquiries, conducting legal lot research, and supporting enforcement through documentation and citation when necessary. Essential Functions Investigates complaints and enforces zoning regulations. Performs duties as a Floodplain Manager in coordination with zoning staff, including permit review and compliance with federal, state, and local floodplain regulations. Conducts on-site inspections to verify compliance with adopted codes, ordinances, and approved conditional use permits. Documents findings through photos, reports, correspondence, and civil citations when violations occur. Responds to public inquiries and complaints in person, by phone, and through written communication. Provides zoning and floodplain information to property owners, developers, and other stakeholders, and translates technical terms into language that is accessible for the general public. Reviews zoning and development applications for completeness and compliance with local regulations. Prepares and reviews staff reports for minor subdivision, boundary adjustments, and temporary use cases. Conducts research on property status, including legal lot determinations, illegal parcel splits, and past zoning actions. Sends certified letters to buyers and sellers of property determined to have been illegally split. Performs Land Evaluation and Site Assessment analyses. Prepares reports, memoranda, letters, and staff reports, and presents reports to various boards and commissions. Coordinates and provides support for meetings of various boards and commissions, including agenda preparation, logistics, and follow-up tasks. Minimum Qualifications & Requirements High school diploma or equivalent required. Associate’s degree in a related field preferred. One (1) to three (3) years of work experience in planning, zoning, or building enforcement at progressively more difficult and responsible tasks. An equivalent combination of education and experience that demonstrates the required knowledge and skills for this position may be considered.
