Photo Caption – Chinook salmon – Photo Credit: WDFW - This is an opportunity to lead a team of dedicated hatchery professionals at the Lyons Ferry Hatchery (LFH), Dayton Acclimation Facility, and Cottonwood Acclimation Facility. As a leader, you will support staff by setting clear goals, fostering professional growth, and promoting safe and efficient performance. You will also oversee hatchery operations including managing production, budget and spending plans, and ensuring safety and compliance across all facilities. WHAT TO EXPECT -Among the varied range of responsibilities held within this role, this position will:Supervision and Mentoring. Carries out personnel actions (e.g. interviews, hire recommendations, evaluations, corrective action) for all supervised staff at LFH, and assists the Tucannon Fish Hatchery FHS 4 and Operations Manager with personnel actions. Ensures that expectations are adhered to for all staff in Lyons Ferry Complex. Coordinates operations of assigned facilities. Identifies training needs and develops training plans for supervised staff. Develops work plans for supervised staff at LFH. Managing facility production. Meets with fish health specialist to ensure production quality for LFH assigned stocks. Reviews and interprets the Future Brood Document for assigned stocks. Communicates changes needed in FBD to the Operations Manager. Develops/monitors production plans for assigned programs. Ensures supervised staff maintain records, and up-to-date Fish Books entries. Ensures that supervised staff meet reporting deadlines. Monitors fish culture activities, leading spawning, training employees, filling in during staff shortages, etc. Internal/ External Communications. Coordinates with constituent groups and volunteers to achieve agency mission (e.g. artificial production and nutrient enhancement). Represents agency policy when speaking in public forums and to constituent requests. Keeps supervisor and staff apprised of emerging issues. Represents the agency professionally and communicates effectively on potentially sensitive policy issues to influence decision making of internal or external entities. Managing facility budgets. Assists the Operations Manager in developing accurate budgets and spending plans that reflect routine and future needs of facility, program, and agency. This includes identifying capital projects at LFH, development of contracts to address these projects, contract administration and compliance, etc. Accurate, professional, and timely expenditure tracking of LFH associated expenditures. Adjusts spending patterns to meet allotments and changing needs. Operations management and compliance. Reviews/understands, and monitors all Complex staff’s compliance with policy, procedure, laws, rules, regulations, and reporting non-compliance to the appropriate supervisor. Ensures that supervised staff understand and comply with federal/state laws, rules, regulations. Resolves issues and problems as they arise and responds to change accordingly. Observes and assesses the state of facility upkeep and maintenance, and takes action to correct deficiencies. Prioritizes and coordinates implementation of upgrade/repair, and communicates status to Operations Manager and staff. Long-term planning. Assesses current practices and develops and implements recommendations to improve efficiency. Leads discussion with LFH staff to develop recommendations for improving efficiency. Works as an active team member with C. M. and other staff to develop plans to meet emerging needs. Understands how facility programs contribute to agency goals in order to recommend improvements for better meeting those goals. Working Conditions:Work setting: Work both inside and outside in variable conditions. This position requires the ability to work alone or with others in remote locations. Perform strenuous physical activities and be capable of lifting 55 lbs. This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments. Schedule: This position is full-time, working 40 hours per week. The standard work schedule includes the potential for occasional evening or weekend work as needed. Schedules may vary based on business needs, time of year, and/or weather conditions. Travel requirements: Will be required to attend various meetings with WDFW, with co-managers, LSRCP at their office in Boise ID and constituents. Requires travel to Dayton and Cottonwood Acclimation Facilities when road conditions are not favorable. Standby: Standby duties are assigned to this position. Standby involves overseeing the facility for the remaining 16 hours of the day when on duty. The standby schedule consists of working 10 consecutive days, including 7 days of standby duty, followed by 4 days off. Housing: Onsite housing is provided for this position. Customer Interactions: Interacts with the public when they visit the facility and will give guided tours when they are scheduled. This position also interacts with co-managers to schedule fish transfers and plants. QUALIFICATIONS:Required Qualifications:Option 1:One (1) year of experience as a Fish Hatchery Specialist 3. And. One (1) year or more of leadership/supervisory duties including conflict resolution, training and development, planning and assigning work, evaluating performance. And. Valid driver’s license. Option 2:Associate degree in fisheries technology, biology or closely allied field. And. Three (3) years of experience performing fish culture duties in a hatchery. And. One (1) year or more of leadership/supervisory duties including conflict resolution, training and development, planning and assigning work, evaluating performance. And. Valid driver’s license. Option 3:A Bachelor’s degree in fisheries, biology or closely allied field. And. Three (3) years of experience performing fish culture duties in a hatchery. And. One (1) year or more of leadership/supervisory duties including conflict resolution, training and development, planning and assigning work, evaluating performance. And. Valid driver’s license. Option 4:Seven (7) years of experience performing fish culture duties in a hatchery. And. One (1) year or more of leadership/supervisory duties including conflict resolution, training and development, planning and assigning work, evaluating performance. And. Valid driver’s license. Preferred Qualifications:In addition to the required qualifications, our ideal applicant will possess some or all the following:Proficiency in Microsoft Office Suite (Word, Excel, Outlook, etc.). Experience in applications like VMTS and Fasttrack. Experience reading and interpreting union contracts. Class B Commercial Driver’s License with tank endorsement and air brakes restriction lifted.
