BIOLOGIST MANAGER - MONROE This is a managerial position involving responsibility for all wildlife-related issues on public and private lands in the Monroe Region, as well as coordination with statewide Biologist Program Managers. This position directly supervises one Administrative Coordinator, one Biologist Supervisor, and one Biologist. This position reports budgetary needs and purchasing activities directly to the Biologist Program Manager and the Biologist Director. Matters involving hunting regulations, certain regional activities, and changing work priorities are sometimes accomplished through direct contact with the Division Administrator. This position derives additional complexity from dealing with private and governmental individuals and groups who often represent completely different agendas from the incumbent. Position oversees and manages the Monroe office complex and facilities, including bunkhouses and/or equipment sheds located on Wildlife Management Areas. Minimum Qualifications A bachelor’s degree in a biological science, marine science, environmental science, wildlife or fisheries, animal science, forestry, or natural resources plus six years of experience in wildlife or fisheries, forestry, or environmental science; ORA non-thesis master's degree in a biological science, marine science, environmental science, wildlife or fisheries, animal science, forestry, or natural resources plus five years of the required specialized experience; ORA master's degree with a completed thesis or a doctorate in a biological science, marine science, environmental science, wildlife or fisheries, animal science, forestry, or natural resources plus four years of the required specialized experience. Job Duties and Other Information JOB DUTIES - Some of the duties of the position include the following:Oversees and manages daily operations of WMA and Private Lands staff within the region. Directs Biologist Supervisors and oversees activities in the operations and management of the Office of Wildlife in the assigned region Coordinates the preparation of annual plans for federal aid project agreements, annual budget estimates and requests, and ensures that approved major repairs and acquisitions are completed and procured Serves are the IRC Supervisor, which includes annual inventory of property tag requests for, and documentation for all property assigned to the region Ensures compliance with Office of Risk Management safety and loss prevention issues, State Fire Marshal inspections, human resource mandates on employee relations, CPM, and time reporting. Makes recommendations for the annual NOI process and compiles editorial reviews from staff of all associated documents Ensures that all staff reports, including but not limited to the Office of Wildlife Annual Report, Performance Indicator Reports, p-card allocations, vehicle logs, equipment logs, etc., are completed by due dates Ensures that staff are completing mandatory trainings Oversees all aspects of the region alligator program obligations, including tag allocations for commercial and lottery opportunities, egg collection, etc. Coordinates the monitoring of seismic and oil and gas activities with the Minerals Section and regional forestry activities with the Forestry Program Assist with negotiating WMA lease agreements (annual and long-term) with private landowners; ensure that all aspects of lease agreements are accomplished. POSITION- SPECIFIC DETAILS:This position will be domiciled in Ouachita Parish. Appointment Type: This position is open only to classified LDWF employees serving with permanent status. This position may be filled as a job appointment, probational appointment, promotion or detail to special duty. Physical demands: Moderate to strenuous physical exertion is required for such activities as climbing, lifting objects over 50 pounds, crouching, or crawling in restricted areas or in inclement weather. Weekend work, overnight stay, and early morning departure are required, as well as day and night work in boats and airboats.
