This position reports to the Chief of Police/ Director of Public Safety andserves as the North Carolina Central University (NCCU) Department of Public Safety’s Administrative Captain of Police Training and Recruitment. This position requires an extensive background in command /operations of a training division. As such, it is responsible for the development, implementation, management and evaluation of training modules and programs for the NCCU Police Department to ensure that all personnel are highly qualified and well-trained to perform their assigned duties. The Captain of Police Training and Recruitment coordinates the Police Department’s recruitment and training program, continuing education, and police certification efforts. This aspect of the position’s role includes responsibilities for: 1) Reviewing and assessing skills of applicants in order to recruit well-qualified individuals to fill vacant law enforcement and staff positions in the University Police Department; 2) Developing and implementing on-boarding experiences to better organize and prepare employees for law enforcement responsibilities within an academic environment; 3) Identification, coordination, and evaluation of needed training modules for the police officer training program; and 4) Identifying and coordinating the provision of leadership and career path development training opportunities for police officers. This position is also responsible for performing supervisory law enforcement work to ensure the safety of the campus residence halls and provide oversight of the K-9 operations. These duties require supervision of a staff of 17 employees. The position provides first-line supervisory law enforcement work and has full power of arrest and law enforcement authority ranging from traffic control to criminal investigations within the assigned jurisdiction. This aspect of work involves supervision and delegation of work assignments to officers and other staff; evaluation of the appropriateness of officer responses; conducting pre-shift briefings, review of all reports and investigations accomplished during shifts; discipline; conducting performance reviews; managing and directing needed resources; and interpretation of laws, ordinances, and departmental policies and procedures. Required Knowledge, Skills, and Abilities - Knowledge of law enforcement principles, methods, techniques, and practices including investigation, intelligence, surveillance, court procedures, community relations, identification, patrol, special weapons and tactics, traffic control, report preparation, custody of persons and property, crime prevention, and the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics law.. - Knowledge of equipment used in law enforcement, including weaponry, communications, personal computers, and automotive equipment. The successful candidate must possess a working knowledge of steps to follow up on case assignments; - Use of appropriate judgment and decision-making in managing and directing the resources and needs of the training and recruitment program; establishing priorities; and resolving relevant complex issues and matters including consideration of the relative costs and benefits of potential actions to make the most appropriate and effective choice. - Ability to develop and maintain cooperative and professional relationships with employees, managers, campus constituents, and others for the purpose of training, conveying information, and evaluating efficiency and efficacy. - Must have an extensive background in command/operation of a Training Division - Must have strong operations and leadership skills; - Must be committed to exhibiting exceptional customer service to internal (students, staff, faculty, etc.) and external constituents (e.g., surrounding community, municipalities, etc.) as well as to police employees. - Knowledge of an emergency communications center; - Knowledge of Microsoft Office Suite (Microsoft Word, Excel and PowerPoint) applications; - Knowledge of managing a training division and operations units; - Ability to plan and direct the field as well as office work of security/safety and campus police and other office administrative staff on all shifts; resolve problems and meet emergencies calmly and efficiently; make arrests in accordance with the provisions of all applicable laws. - Enforce all applicable traffic and parking regulations. - Conduct campus inspections at various times of the day or night. - Conduct, as required, criminal and civil investigations; - Make reports and recommendations as necessary; - Appear in court as necessary and be able to provide creditable testimony in a court of law; - Ability to conduct roll call inspections and briefings of department personnel; assign overtime details to ensure adequate staffing levels are maintained at all times; prepare duty schedules and post assignments as necessary; - Ability to identify, investigate, and recommend corrective action for internal affair investigations; - Ability to disseminate, interpret and explain police and procedures; ability to manage large campus events. - Must possess excellent analytical and organizational skills including written and oral communication skills; - Ability to meet multiple deadlines Minimum Education/ Experience High school diploma or equivalency and three years of law enforcement experience. Certification as a law enforcement officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment. Licenses or Certification required by Statute or Regulation Must possess and maintain a valid driver’s license and have an acceptable driving record; Certification as a Law Enforcement Officer in accordance with the provisions of the NC Criminal Justice Education Training Standards Commission (valid BLET certification); Applicant who has certification from another state or an expired NC certification must satisfactorily complete BLET portions as required by NC Criminal Justice Education Training Standards Commission at the first scheduled offering.
