The Weatherization Policy Manger with the Office of Community Assistance is the visionary for the Illinois Home Weatherization Assistance Program. By staying apprised of the policy changes and maintaining a presence on the national level, the Policy Manager will ensure the State of Illinois Weatherization Program maintains compliance with all Weatherization Program statues, rules, and memorandum. The ideal candidate will be seasoned in the Weatherization Program and will have the analytical skills to realize the policy decision that need to be made to keep Illinois running a top in the nation Weatherization Program. Essential Functions Under administrative direction of the Office of Community Assistance Deputy Director, plans, directs, and evaluates the operations of weatherization services programs. Assesses federal policy as it pertains to the annual submission of the State Weatherization Plan. Implement and maintain software development for the Weatherization Program. Collaborates with external energy efficiency program providers and community organizations to strengthen and expand Weatherization Program. Provides strategic and operational support to the Weatherization Division Manager in the development, implementation, and evaluation of program initiatives to enhance energy efficiency services and comply with federal and state regulations. Serves as working supervisor. Provides direct oversight of Weatherization Training Providers to train Weatherization Network staff efficiently and effectively. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization. Specialized Skills Requires a minimum of five (5) years interpreting Federal and State statute, policy, rules and memoranda as it applies to the Weatherization Program. Requires a minimum of five (5) years writing the Illinois Home Weatherization Program Field Standards, Operations Manual and Procurement Policy. Requires a minimum of five (5) years preparing the Illinois State Weatherization Plan for submission to the US Department of Energy. Preferred Qualifications Prefer a minimum of five (5) years interpreting Federal and State statute, policy, rules, and memoranda as it applies to the Weatherization Program. Prefer a minimum of five (5)( years writing the Illinois Home Weatherization Program Field Standards, Operations Manual and Procurement Policy. Prefer a minimum of five (5) years preparing the Illinois State Weatherization Plan for submission to the US Department of Energy. Prefer five (5) years’ experience in data analytics as it pertains to the Illinois Home Weatherization Assistance Program. Prefer five (5) years knowledge of Energy Assistance related programs, preferably with weatherization services for low-income housing programs. Prefer five (5) years knowledge of grant management and monitoring. Prefers advanced level experience in the utilization of spreadsheet software, document creation. email and cloud-based platforms. Conditions of Employment Must have attended or be able to attend the Illinois Home Weatherization Assistance Program Training and Certification Program (TCP) 10-week training. Requires appropriate, valid driver’s license. Requires the ability to travel in the performance of duties, with overnight stays as appropriate. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends Requires completion of a background check and self-disclosure of criminal history. This position has been found to meet the requirements in section 4 A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4 A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics. Commission.
