Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required. Minimum Qualifications Bachelor's Degree from an accredited four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of any equivalent combination of education, training and experience in program administration required. Must be able to lift and carry thirty (30) pounds. Valid State of Ohio Driver's License required. Supplemental Information Duties. Under general supervision, candidate will be responsible for employee deduction changes, union dues changes, tax profile changes, deferred compensation changes, and employee demographic changes to city employees profiles in the ADP Payroll System. Will also be responsible for Kronos timekeeping entries for select city staff members who are also payroll administrators. Candidate will also be responsible for processing, balancing, and remitting deferred compensation monies to Ohio Deferred Compensation timely on a bi-weekly basis. Will also maintain reporting for deferred compensation as well. Will also be responsible for reporting the bi-weekly totals on the Ohio Business Gateway website. Will be responsible for processing timely payments in the Advantage Financial System in order to remit funds for deferred compensation, union dues for 32 unions charities, RTA funds, insurances, and any other paycheck deductions as needed on a bi-weekly basis. Will also be responsible for remitting payments to five financial credit unions timely on a bi-weekly basis. Will be responsible for executing the employee demographic interface between the city payroll system and the city timekeeping system to update employees who are hired, terminated, and transferring within the city on a daily basis. Other duties as determined essential to the team. Preferred Qualifications. A High School Diploma or GED is required. A Bachelor's Degree in Business Administration/ Finance, Human Resources Administration, or a related field from an accredited four year college or university is required. Two years of full time paid experience working on labor relations activities including contract administration is required. (Substitution: One year of experience may substitute for each year of college education lacking.) Must have familiarity with the grievance process. Experience in governmental or public sector labor relations is preferred. A valid State of Ohio Driver's License is preferred. Preferred Skills/ Abilities 3-5 years of related experience. Public sector, especially municipal government, experience preferred. Certification in payroll (CPP) and/or human resources (SHRM, HRCI) preferred. Excellent communication skills. Excellent prioritization skill, organizational skills and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Ability to function well in a high-paced and at times stressful environment. Proficient in business writing. Proficient with Microsoft Office Suite including SharePoint with the ability to learn new or updated software. ADP/ Kronos/ Workday experience preferred. Physical Requirements. Prolonged periods sitting at a desk and working at a computer or standing. Must be able to occasionally lift items of up to 15 pounds. Expected Hours of Work - Primarily Monday through Friday 8:00 a.m. to 5:00 p.m. with the flexibility to work evening and weekend hours as required and on short notice.
