THE POSITION - The ideal candidate will be a highly collaborative individual seeking to provide exceptional customer service to businesses and residents. This will be achieved through assisting applicants and projects through the development process by serving as a liaison and coordinating with internal departments as well as external stakeholders and review authorities. The candidate will possess experience in navigating city planning processes, building code, fire code, and other necessary reviews and coordinating associated with permit review and entitlement. This experience should come from prior working experience within a Community Development Department, Building & Safety, Planning, Economic Development or other private related functions such as engineer, architect, planner, or expeditor. Additionally, the ideal candidate will have experience related other disciplines such as right-of-way, engineering, and stormwater. The candidate will possess the skills and experience necessary to communicate effectively and clearly with applicants and review authorities to ensure expedited project delivery and resolution of conflicts or challenges during the process. The candidate will be able to successfully balance the regulatory requirements of Community Development, while assisting in reducing project timelines in a business-supportive manner as an Economic Development priority. A bachelor’s degree in urban planning, engineering, or architecture is preferred. Under general direction, independently performs a wide range of community and economic development functions in the management and coordination of planning and development projects and activities. The position reports to the Director of Community Development. The Principal Development Concierge serves as a central point of contact to facilitate, coordinate, and resolve complex customer inquiries, development-related issues, and interdepartmental matters. This position provides high-level concierge-style customer service to applicants, developers, businesses, and members of the public by guiding them through City processes, ensuring clear communication, and helping resolve concerns efficiently while maintaining compliance with applicable regulations. Serves as a liaison between developers, businesses, contractors and City Departments to provide information on various City requirements. The Principal Development Concierge provides highly responsible administrative and professional support to the Community Development Department and Economic Development. The position plays a key role in improving customer experience, enhancing service delivery, and ensuring transparency and accountability in City processes.

EXPERIENCE AND TRAINING GUIDELINES
Education and Experience:Equivalent to a bachelor’s degree in urban planning, public administration, business administration, or a related field, and five (5) years of increasingly responsible professional experience in planning, development services, or customer service program administration. Knowledge, Skills, and Abilities: Knowledge of:Municipal planning and permitting processes, California Environmental Quality Act (CEQA) and relevant Federal laws, regulations,City zoning regulations and entitlement processes, Land and real estate economics, including loan practices, commercial, industrial and residential development, redevelopment and rehabilitation,Methods of analysis and research techniques,Negotiation and conflict resolution techniques. Principles and practices of urban planning and economic development; urban design theory, architectural and landscape design principles,Project management principles and practices,Urban and regional economics and financial planning,Customer service techniques, practices, and principles,Modern office procedures, methods, and equipment including computers and supporting software applications. Skill In:Effective verbal and written communications both on a one-on-one, and on a group basis,Plans, specifications, and bid documents. Organize and conduct independent, professional research and collect, analyze and interpret statistical data,Plan, organize, and manage a variety of development and economic development projects, programs and activities,Possesses a customer service orientation demonstrating an interest and empathy to the needs, expectations, and circumstances of applicants and city staff,Ability to communicate diverse and complex positions of participants in the development process including owners, developers, applicants and city staff in a clear and objective manner. PHYSICAL DEMANDS AND WORKING ENVIRONMENT
PHYSICAL DEMANDS - Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to operate a vehicle to travel from site to site; and to verbally communicate to exchange information. WORK ENVIRONMENT - Work is performed primarily in a standard office environment with some travel to different sites; occasionally works in outside weather conditions; incumbents may be required to work extended hours including evenings and weekends.
