Contingency Disclaimer. This position is contingent upon contract award.\u 00 A 0 Battelle is seeking a Senior Subcontracts Manager to support the United States Antarctic Program (USAP). This role provides senior\u 2011 level leadership for subcontracting activities involving goods and services of high complexity and risk in support of one of the most operationally complex science programs in the world. The position is responsible for developing subcontract strategies, issuing and administering complex subcontract vehicles, and advising senior leadership on subcontracting risk, compliance, and process improvement.\u 00 A 0 The position will be located in the Denver, CO metro area.\u 00 A 0 The role supports both new business proposals and ongoing Antarctic operations while ensuring compliance with Battelle policies, U.S. Government regulations, and prime contract requirements. The USAP operates under Presidential Memorandum 6646 and supports critical scientific research across Antarctica, including work related to climate systems, ocean ecosystems, space science, and environmental stewardship. This is a non\u 2011 deploying role that supports the program from a domestic location while working closely with geographically distributed stakeholders.\u 00 A 0 Responsibilities. Provide senior\u 2011 level leadership and oversight for subcontracting activities involving goods and services of high complexity and risk in support of USAP operations and proposals. Develop and lead subcontract strategies aligned with program objectives, risk posture, and prime contract requirements, including selection of appropriate and, where necessary, specialized or non\u 2011 routine contract vehicles. Prepare, review, and approve solicitations to ensure completeness, responsiveness, and alignment with technical, business, financial, contractual, and risk considerations. Analyze Statements of Work (SO - Ws), schedules, deliverables, and prime contract requirements to ensure accurate subcontract scope and complete flow\u 2011 down of applicable FAR, agency, and Battelle clauses, tailored to program circumstances. Draft, develop, negotiate, and administer complex subcontracts, teaming agreements, and confidentiality or non\u 2011 disclosure agreements; lead resolution of high\u 2011 risk or non\u 2011 routine issues encountered during negotiations or performance. Perform and/or oversee price and cost analysis and ensure documentation of fair and reasonable determinations in accordance with FAR and Battelle policy. Maintain subcontract files and ensure compliance with Battelle operating procedures, legal requirements, and standards necessary to protect approved purchasing system status. Identify compliance risks or issues and develop recommended solutions, including assessment of potential deviations from established norms, for review and approval by senior management. Support major proposal efforts, including leading subcontract strategy, supporting Price\u 2011 to\u 2011 Win and subcontractor performance strategies, and advising proposal leadership on subcontracting risk. Monitor and analyze new laws, regulations, and contracting trends and assess potential impacts to subcontracting practices, program execution, and policy or process needs. Serve as a senior resource for advice, counsel, and guidance to program leadership and cross\u 2011 functional stakeholders, including Finance, Accounting, Legal, HR, and EHS. Provide leadership, mentoring, and development support to subcontract staff; contribute to training plans, conduct file reviews as directed, and support readiness to assume increased responsibility. Demonstrate awareness of and support compliance with applicable NSF personnel suitability, security, and ethics requirements relevant to the program. Foster a safe and inclusive workplace by adhering to applicable codes of conduct and reporting behaviors that negatively impact safety or belonging. Ensure subcontractors are aligned to the same safe and inclusive work practices. Support Small Business subcontracting goals in concert with Battelle\u 2019 s Senior Small Business Manager. Perform other duties as assigned. Key Qualifications. Bachelor\u 2019 s degree in business or a related field, or an equivalent combination of education and experience. Minimum of twelve (12) years of relevant procurement or subcontracting experience, including experience issuing and managing complex, high\u 2011 risk subcontract actions and providing senior\u 2011 level functional leadership. Demonstrated expert knowledge of Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC), and applicable public contract acquisition laws. Experience developing and executing subcontract strategies, negotiating complex agreements, and resolving high\u 2011 risk or non\u 2011 routine subcontract issues. Demonstrated ability to recommend and implement new subcontract processes or assess the need for deviations from established practices. Strong analytical, leadership, negotiation, communication, and organizational skills. Ability to exercise a high degree of independent judgment and provide sound business advice in a fast\u 2011 paced, mission\u 2011 driven program environment with geographically distributed stakeholders. Experience Managing subcontracts for large construction projects preferred. Experience with International subcontracts preferred. Ability to obtain and maintain a Public Trust clearance via an Extended Background Investigation (EBI) adjudicated by our government customer; U.S. citizenship required. Salary. The compensation range for the role is Salary $114,100 - $162,600.\u 00 A 0 This information reflects the anticipated base salary range for this position based on current national data.
