In this role you will provide advice and interpretation to People Operations (PO) senior management and staff regarding timekeeping rules, regulations and policies. In addition, you will serve as a lead worker to agency timekeeping staff and provide timekeeping training. Essential Functions Under general direction, serves as the Timekeeping Lead for the Department of Innovation & Technology (Do. IT) performing the full range of highly responsible, complex, specialized and confidential duties relating to master timekeeping functions, including providing advice and interpretation to People Operations/ Human Resources senior management and staff regarding timekeeping rules, regulations, and policies. Reviews and evaluates office procedures to ensure all records are processed and maintained in accordance with statutory and state regulations and policies, including establishing cut-off times and dates for timekeeping changes. Serves as designated lead worker. Prepares correspondence, memorandums, charts, graphs, and other required documentation and utilizes Microsoft Office products and other programs to prepare information for management. Keeps abreast of new developments related to timekeeping functions by continuing education through online training platforms, meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college. Requires two (2) years of professional human resources experience. Specialized Skills Requires two (2) years of professional experience administering State of Illinois timekeeping processes, including ensuring compliance with State Personnel Rules and collective bargaining agreements (e.g., AFSME and Teamsters/ Pro-Tech 916). Requires two (2) years of professional experience interpreting timekeeping rules, regulations, processes, and policies to provide advice and guidance to senior management and staff on complex or unique timekeeping issues. Requires two (2) years of professional experience with timekeeping systems including Central Time & Attendance System (CTAS), and e. TIME or similar timekeeping system, including entering adjustments and reconciling records. Requires two (2) years of professional experience providing timekeeping training, including one-on-one instruction on coding, entering, and system usage of CTAS or e. Time timekeeping systems. Preferred Qualifications Two (2) years of professional experience utilizing State of Illinois timekeeping processes or similar public or private timekeeping processes, including ensuring compliance with State Personnel Rules and collective bargaining agreements (e.g., AFSME and Teamsters/ Pro-Tech 916) or similar. Two (2) years of professional experience interpreting timekeeping rules, regulations, processes, and policies to provide advice and guidance to senior management and staff on complex or unique timekeeping issues. Two (2) years of professional experience with timekeeping- related systems such as Central Time & Attendance System (CTAS), e. TIME, or other similar timekeeping systems, including entering adjustments, running reports and reconciling records. Two (2) years of professional experience providing timekeeping training, including one-on-one instruction on coding, entering, and system usage of CTAS or e. Time timekeeping systems. Two (2) years of professional experience conducting complex analysis and resolving timekeeping issues to ensure compliance with personnel rules, collective bargaining agreements, and agency policies. Two (2) years of professional experience compiling and preparing responses to internal and external audit requests, maintaining confidential timekeeping files, and reviewing administrative and policy bulletins to remain current on timekeeping procedures. Two (2) years of professional experience in a lead worker, supervisory, or managerial role, including assigning and reviewing of work, providing guidance and training to staff, and advising supervisors on staff performance. Ability to perform confidential tasks, including identifying and reporting concerns related to employee timekeeping information. Ability to analyze complex HR/timekeeping and administrative problems, evaluate potential solutions, and implement effective courses of action to resolve employee services or compliance issues. Demonstrated organizational and time management skills with the ability to manage multiple concurrent HR/timekeeping projects, meet mandated deadlines/early closeouts, and prioritize urgent compliance or timekeeping issues in a fast-paced environment. Developed verbal and written communication skills to convey complex HR/timekeeping policies, compliance requirements, and personnel procedures clearly and effectively to diverse stakeholders including executives, managers, staff, and external auditors.
