Napa County is seeking a Program Manager (Working Title: Organizational Development Manager) to join the Learning & Organizational Development (L&OD) team with the Health and Human Services Agency (HHSA). This full-time position supports agency-wide initiatives that strengthen workforce development, streamline processes, and improve organization effectiveness. About the Role. The Learning and Organizational Development (L&OD) Project Manager is responsible for assessing, developing, coordinating, and implementing training and organizational development activities that advance the strategic goals of the Agency. Under the direction of the Employee Services and Organizational Development Staff Services Manager, HHSA – Operations, the L&OD Project Manager will lead the design and execution of training and development programs that align with division specific and agencywide needs to strengthen workforce capability, enhance employee engagement, and build leadership capacity at all levels of the organization. This position plays a key role in identifying skill gaps through comprehensive data collection, analysis and consultation with stakeholders. The L&OD Project Manager leads the administration of the agency’s Learning Management System and is responsible for developing continuous improvement strategies. In collaboration with Agency leadership, the L&OD Project Manager will address training needs, monitor training completion and evaluate the effectiveness of training and professional development programs. This position is also responsible for developing, implementing, and maintaining HHSA’s Multi-Year Organizational Development plan. Positions in this class exercise considerable independent judgment in coordinating and setting priorities to accomplish the timelines for program success. The incumbent must possess strong technical expertise, effective managerial skills, and a comprehensive understanding of the Agency’s mission, goals, and the needs of the population it serves. The position also requires the ability to establish and maintain effective and cooperative working relationships with Agency management staff, vendors, and other County departments. The Ideal candidate for this position will possess the following: Excellent communication, facilitation, and presentation skills. Ability to create presentation content to support professional development and agency events. The knowledge, skill and experience to develop executive level presentations, agencywide communications, executive summaries and status reports. Strong analytical ability to collect, interpret, and apply data to decision-making. Skilled in identifying training needs and developing targeted, effective learning solutions. Ability to anticipate challenges, recommend proactive solutions, and ensure projects remain on time. POSITION REQUIREMENTS - Experience and Education:Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:Experience: Four years of increasingly responsible professional level program experience in a program area related to assigned project. Education: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, social work, or related field. License or Certificate: - Possession of a valid California Driver's License. - Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
