GENERAL DESCRIPTION OF JOB: Responsible for review of major/complex land use applications, special projects, and presentations to Planning Commission and Board of County Commissioners. Plans, leads, analyzes, reviews, prepares, negotiates, and provides comments related to complex land use applications. DUTIES: Performs a variety of complex professional duties associated with the review and administration of zoning, subdivision, and current planning processes. Manages, reviews, analyzes, and processes complex and/or controversial land development applications including, but not limited to, Metropolitan District and Special District applications and complicated/controversial Planned Unit Development and Use by Special Review applications, as well as Use by Special Review applications for Areas and Activities of State Interest and Public and Private Utilities. Serves as project manager, primarily under general guidance of the Current Planning Program Manager, for these complicated land development applications from the pre-submittal meeting through final documentation. Analyzes land development requests for compliance with the Land Development Code, the Comprehensive Plan, design guidelines, and general planning principles. Collaborates with different referral agencies and addresses conflicts between agencies, applicants, and the public. Responds to public requests for planning and zoning information. Facilitates meetings and resolves issues with developers, public agencies, residents, neighborhoods, and other stakeholders; attends evening meetings as needed. Prepares and presents recommendations to Planning Commission and the Board of County Commissioners. Serves as team lead on special projects for the Department, including drafting code revisions and assisting with updates to Comprehensive Plan documents. Writes a variety of technical reports, agenda memoranda, public notices, and recommendations on planning issues for a variety of audiences. Prepares and oversees the preparation of maps, charts, diagrams, and other graphic materials for the Planning Commission, Board of County Commissioners, and other audiences. Conducts site inspections and other activities to ensure site development complies with permit requirements, site plan designs, and/or conditions of approval. Represents the County on regional boards/committees or serves as alternate as assigned. Leads feasibility and compatibility studies and analyses covering various land use proposals. REQUIREMENTS: Skills, Abilities and Competencies: Knowledge of modern principles and practices of zoning, subdivision, and urban and regional planning in a government setting. Knowledge of and ability to interpret planning theories, principles, and practices, including site design, landscaping, architecture, and lighting. Knowledge of applicable federal, State, and County adopted codes governing the planning and zoning functions of the department. Ability to interpret, adopt and apply the same. Ability to design, analyze, coordinate and draft planning proposals and recommendations requiring significant attention to detail. Ability to represent the County at a variety of professional meetings and to articulate both technical and policy-level positions regarding land development and related planning goals and requirements. Ability to manage multiple tasks and workloads with sensitive time constraints. Ability to communicate effectively both orally and in writing. Behavioral Competencies (these are required for all positions at ACG): Accountability Accessibility Inclusivity Integrity Education and Experience: Bachelor's degree with major course work in Planning, Geography, Public Administration, or a closely related field. At least four (4) years of relevant work experience. Master's degree in Planning, Geography, Public Administration, or a closely related field plus relevant internship experience is preferred and may be substituted for two of the four years of required work experience. Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered. Preferred Education and Experience: Master's degree in Planning, Geography, Public Administration, or a closely related field. Certification through the American Institute of Certified Planners. If not a member of AICP, pursuing certification during the first two years of tenure is encouraged. Pre-Employment Additional Requirements: Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check. Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment. WORK ENVIRONMENT: Work is generally confined to a standard office environment with some site visits required.
