HEALTH PROGRAM ANALYST III - YOUTH COORDINATION - EMERGENCY APPOINTMENT (HOMELESSNESS)

Facilitates collaboration with subject matter experts, researchers, and community leaders to develop and implement system improvements in the youth homeless response system. Supports program design and procurement, including developing solicitations, contract documents, budgets, and onboarding providers. Provides technical assistance to youth programs and the broader network on best practices for serving youth experiencing or at risk of homelessness. Analyzes multi-level data and research to develop recommendations and improve outcomes for youth experiencing or at risk of homelessness. Serves as liaison to service providers and community stakeholders, facilitating engagement and synthesizing input to inform system improvements. Prepares and delivers reports, action plans, and presentations on youth homelessness, including goals, outcomes, and performance analysis. Partners with internal units to build capacity, allocate resources, and implement youth-driven system improvements. Coordinates with County departments and agencies to align programs, policies, and data systems supporting youth. Supervises and coordinates staff, including training, assigning work, and providing technical guidance. Performs special projects and administrative assignments as needed. Requirements Requirements to Qualify. Option I: A Bachelor's Degree - from an accredited college or university in a discipline related to the core business function of the department -AND- five (5) years of experience in the analysis of mental health, public health, or homelessness programs - - , two (2) years of which must have been at the level of Health Program Analyst II - - - . A Master's Degree - from an accredited college or university in a discipline related to the core business function of the department may be substituted for one year of the required experience. Option II: Seven (7) years of experience performing assignments in mental health, public health, or homelessness program - - analysis, two (2) years of which must have been at the level of Health Program Analyst II - - - . Ensure documents are unlocked before attaching to your application or sending to the exam analyst. - - Experience in the analysis of a mental health, public health, or homelessness program is defined as the study and investigation of issues and problems of mental health, public health, or homelessness program development, implementation, administration, or evaluation and the formation of applicable solutions and recommendations. - - - Experience at the level of Health Program Analyst II is defined as planning, implementing, administering, and evaluation mental health, public health, or homelessness programs. You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Physical Class. II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. Desirable Qualifications. Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months. Experience supporting program development, implementation, or evaluation in youth services. Experience providing coordination, technical assistance, or stakeholder support to community-based organizations or service providers.
