This position requires the candidate to support management and supervision of staff responsible for wastewater treatment operations, wet weather facilities, and pump station maintenance, ensuring operational readiness, quality work, and compliance with established policies. Provides technical support and manages current and future capital improvement projects. To assist in the management, supervision, assignment and review in the work of staff responsible for wastewater treatment activities; to ensure work quality and adherence to established policies Minimum Qualifications (KSAs) Knowledge of:Principles and policies of wastewater treatment programs and services. Principles of supervision, training, and performance evaluation. Modern and complex principles and practices of management. Pertinent federal, state, and local laws, codes, and regulations. Computer operations in performance of job duties. Environmental laws and regulations. Health impacts of water quality contaminants. Physical, chemical, and microbiological aspects of water treatment and quality. Skill to:Operate appropriate computer equipment; use properly all related hardware and software. Operate assigned vehicle in the course of duty. Ability to:Implement and maintain positive employee relations. Promote and maintain highest integrity throughout all personnel. Analyze and manage effective EEO/ AA programs. Supervise, organize and review the work of lower-level staff. Select, supervise, train and evaluate staff. Compile and evaluate pertinent information for producing activity and management reports. Evaluate financial management controls for section; recommend improvements as needed. Interpret and explain City policies and procedures. Prepare clear and concise reports. Communicate clearly and concisely, both orally and in writing. Communicate effectively at all levels, both internally and externally, to obtain/provide information. Examples of Work Performed(Illustrative only Any one position within this classification may not include all of the duties listed nor do the listed examples include all of the tasks which may be performed.)Participates in the operation of wastewater treatment plants; supervises division and inter-division activities to insure that all wastewater treatment and quality regulations are achieved. Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned wastewater treatment activities; establishes schedules and methods for providing divisional services, such as optimizing water quality and cost optimization studies; identifies resource needs; reviews needs with other appropriate management staff; allocates resources accordingly; promotes efficient use of plant resources. Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures. Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures. Performs the more technical and complex tasks of the work unit including the most complex analytical and evaluative activities; exercises quality control authority over all divisional products; ensures that written reports are clear, concise, and objective. Works with employees to resolve labor relations issues. Participates in the selection of staff; provides or coordinates staff training and development; works with employees to correct deficiencies; implements discipline procedures; implements City human resources policies and procedures. Prepares analytical and statistical reports on operations and activities. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of wastewater treatment. Meets with managers and in-house leaders to plan operating strategies, to accomplish cost and quality optimization and to prevent problems in the treatment of wastewater. Initiates cost optimization studies; upgrade sand implements systems to expand functionality, to optimize water quality and support for efficient use of energy of the assigned wastewater treatment; troubleshoots operating problems and procedures of the assigned facilities. Assists those contacted in the course of duty in an effective, efficient, and professional manner. Develops written publications related to wastewater treatment and quality; develops and delivers oral presentations on the same. Serves as an assigned department liaison within the department, with other city departments, divisions, and outside agencies (government and private); negotiates and resolves sensitive issues. Participates in the preparation and administration of the divisional budget; submits budget recommendations; monitors expenditures. Provides support to the department director and other assigned senior and executive management staff; serves as primary contact on issues and programs related to division. Establish priorities for maintenance projects. May perform a variety of personnel functions on behalf of the Superintendent. Assist in the establishment of the yearly management goals/objectives program. Assume additional responsibility when the Treatment Superintendent is not available. Required Education and Experience Open and Promotional. Each applicant must satisfy one of the following qualifications:Have at least three years of supervisory experience in a wastewater treatment plant plus a Bachelor's Degree in biology, chemistry, engineering or a related wastewater treatment field from an accredited college or university plus possession of a valid Class III Wastewater license from OEPA or ability to obtain one during probation. OR - Have six years of supervisory experience in the field of wastewater treatment with three years of experience as a Class IV operator in a Class IV plant. OTHER REQUIREMENTS - Must have a valid Driver's License. Must be an excellent communicator and team builder. MILITARY EDUCATION & EXPERIENCE EVALUATION - Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; general manual dexterity required; must be able to operate assigned vehicle. Occasional exposure to weather, fumes, and odors.
