The City of Rockville has an exciting opportunity for a Senior Civil Engineer to join our Capital Projects team! The successful candidate will have significant responsibility managing major capital improvement program (CIP) initiatives for our stormwater management program. This includes a wide variety of stormwater management programs for stream restoration, stormwater management facility retrofits, flood resiliency and storm drain improvements. Responsibilities in this role are broad and cover many aspects of the capital program for the Stormwater Management Fund such as short and long-term planning, budget preparation, community outreach, bidding and contract administration, construction support, and public presentations. Some of the critical projects include the Anderson Park Stream Restoration,Stream Restoration Spot Repairs,multiple SWM facility dredging projects, Storm Drain Rehabilitation CIP and other critical stormwater management work. Essential Job Functions
Prepares construction plans, plats, descriptions, engineering computations, inspections, specifications, and estimates for a variety of water, wastewater, storm drainage, stormwater management, sediment control, roadway, sidewalk, and other Public Works projects. Assists with the planning and implementation of the preventative maintenance programs. Reviews standards, specifications, ordinance requirements, and regulations applied by the City and researches latest developments in order to recommend modifications and advise on their probable impact. Ensures adherence to codes, policies, industry standards, and acceptable engineering practices for projects ranging from new Public Works construction to repair or modification of existing infrastructure. Manages the Architecture & Engineering (A&E) contract to ensure adequacy of the A&E firm's work, timeliness, invoices, accuracy of construction cost estimates, and appropriate coordination with others, including governmental bodies in the design phase. Interprets designs and advises on intent issues as they arise, refines or revises designs or adds designs, as necessary, and may resolve design/construction conflicts during the construction phase. Provides engineering guidance to the Public Works Operation and Maintenance Division and other City Departments, as required. Reviews proposed public works projects, and discusses their needs, feasibility, and impact on development with the more senior Engineering staff, develops cost estimates as part of a long-range Capital Improvements Program. Estimates costs of new construction projects, formulates special provisions, and assists in the preparation of bid scopes and coordinates property acquisitions as needed with appropriate parties. Assists and advises inspection personnel to alleviate problems and resolve contract administration difficulties. Prepares requests for proposal for consulting engineering services, reviews proposals, makes recommendations for the selection of consultants, and negotiates professional services contracts. Supervises Engineers and Technicians at the project level. Reviews stormwater management (SWM) concept proposals and recommends appropriate level and type of SWM to the Chief of Engineering as part of the development review process. Answers public inquiries regarding projects and other engineering matters. Attends public hearings and citizen and community meetings to describe new engineering projects and advise on engineering related matters; may attend after hour meetings or respond to after hour emergencies. Provides project updates to the City Manager and Department Director. Assists in preparation of the Engineering Division operating and Capital Improvements Plan budgets. Assists in the evaluation of construction and other administrative-related matters. Reviews site and subdivision plans, and recommends permit conditions to meet City Code standards and to conform with good practices. Resolves complaints pertaining to storm drainage and stormwater management issues. Manages individual engineering projects and provides estimates for CIP planning, budgeting, and design purposes. Performs other duties as required.
Qualifications
Education and Experience:Bachelor's degree with major coursework in civil engineering or closely related field, five (5) years of progressively responsible work in civil engineering, or any equivalent combination of education and experience. Special Qualifications:Possession of (or ability to obtain) certification from the Board of Registration for Professional Engineers for the State of Maryland within a reasonable amount of time as determined by the City. Possession of an appropriate driver's license valid in the State of Maryland.
Knowledge, Skills, and Abilities
Considerable knowledge of the principles and practices of civil engineering. Considerable knowledge of the appropriate standard and procedures used in the design and construction of roadway, water, wastewater, storm drainage, stormwater management, sediment control, and other public works construction. Considerable knowledge of construction methods, materials, and equipment used in public works construction. Ability to make difficult engineering computations and to design a variety of standard and complex public works projects quickly and accurately. Good knowledge of information sources, research techniques, and reporting standards used in public works engineering. Skill in the use of AutoCAD and/or Microstation: skill in making engineering computations, estimates, and designs. Skill in using specialized engineering software for water, wastewater, or stormwater modeling. Skill in the use of word processing and data processing equipment. Ability to establish and maintain effective working relationships with other engineers, employees, contractors, and other persons contacted in the course of the work. Ability to plan and assign work for contract engineers, inspectors, and surveyors. Ability to review engineering plans, specifications, and documents and to discern and correct errors in design and criteria. Ability to utilize GIS to sort data and present visual information.
