Career Opportunity. The city of Las Vegas is accepting applications for Court Programs Manager. This position directs, manages, supervises and coordinates the programs and activities of programming units within the Municipal Court; coordinates assigned activities with other city departments, divisions and outside agencies; and provides highly responsible and complex administrative support to the Judges, Court Administrator and Assistant Court Administrator. Selection Process. The selection process will include a review of all applications with only the most qualified participating in an interview. Final candidate selection will include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test and complete background check. Some positions may require preliminary background checks. Supervision Received and Exercised. Receives administrative direction from the Court Administrator and/or Assistant Court Administrator. Acts as a formal supervisor, exercising direct supervision including monitoring and formally evaluating employee performance, and participates in the selection and discipline of employees.
Example of Duties
Essential Functions:Manage all services and activities of the Alternative Sentencing & Education unit, the Compliance unit and the Diversion unit, which will include, but not be limited to the management of, misdemeanor education programming, specialty court programs, Defendant compliance, domestic violence, drug and alcohol evaluations, assessments, other special court programming and administration. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures. Monitor and evaluate the efficiency and effectiveness of assigned programs and procedures; recommend, within departmental policy, appropriate service and staffing levels. Plan, direct, coordinate and review the work plan for the division; research and develop new programs and revise existing ones; meet with staff to identify and resolve problems. Select professional, technical and support staff and ensures effective morale, productivity and disciplines; plans, organizes, administers, reviews and evaluates the activities and performance of staff directly and through subordinate supervisors; works with staff to establish work priorities and schedules; encourages and provides for staff training and professional development; interprets city policies and procedures for staff; prepares and conducts formal performance evaluations; works with employees to develop short and long term goals, monitors accomplishments, establishes performance requirements and personal development targets and provides coaching for performance improvement and development. Oversee and participate in the development and administration of the division annual budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. Plan, develop and administer appropriate programs to aid in the habilitation and rehabilitation of offenders. Oversee and manage programs designed to evaluate offender behavioral patterns. Monitor recommendations regarding sentencing. Monitor and manage grant funding for court programs. Serve as liaison for the division with other city departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues. Develop and maintain community partnerships. Participate in, support and foster the development of a culture that values people and their differences and is free from inequities and barriers to people reaching their full potential. Participate in promoting sustainable, environmentally sensitive development and operations in the community and the department. Participate in establishing the strategic direction for the department in alignment with City Council and city of Las Vegas strategic priorities; communicate to all assigned employees their roles in performance measurement and achieving strategic priorities; and work with staff to report measures to the city’s executive team and all members of the department. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. Provide responsible staff assistance to the Court Administrator and/or the Assistant Court Administrator; confer with Chief Judge and other judges, as appropriate. Conduct a variety of organizational and operational studies and investigations; recommend modifications to programs, policies and procedures as appropriate. Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of alternative sentencing programs. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Perform related duties and responsibilities as required.
Minimum Requirements
Experience:Four years of increasingly responsible experience in counseling, criminal justice or social services, including two years of administrative and supervisory responsibility. Education:Master’s degree from an accredited college or university with a major in social work, psychology, counseling, human behavior, criminal justice, justice management, administration of justice or a related field. A combination of formal education and directly related work experience may substitute for the degree. The City assesses 1.5 years of full-time experience as equivalent to one year of education.

Current principles and practices of criminal justice, probation, corrections, rehabilitation, habilitation, counseling, specialty courts, drug/alcohol testing and court system techniques. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation.
