This is a highly skilled and responsible coordinator level position in emergency management. This position requires a strong background in emergency management, infrastructure planning, and coordination, with a proven track record of successfully managing critical infrastructure projects during both routine operations and times of crisis. The Emergency Management Coordinator (EMC) is responsible for the planning, coordination, and implementation of emergency management programs that ensure the city's preparedness, response, recovery, and mitigation capabilities. This position works closely with local, state, and federal agencies, as well as private and non-profit partners, to develop emergency response strategies, conduct training exercises, manage resources, and ensure compliance with regulatory standards. This position requires considerable independent judgment and initiative in carrying out assignments to a successful conclusion. Work is performed under the general direction of the Fire Chief and is evaluated through review of attained results. Examples of Work:Assists with the development,implementation, and maintenance of various emergency management plans, programs, and standard operating procedures to meet county, state, and federal compliance standards. Ensures adherence to FEMA, Department of Homeland Security (DHS), and National Incident Management System (NIMS) regulations. Maintains up-to-date knowledge of all laws and policies affecting emergency management activities. Develops, conducts, and evaluates emergency management training programs and exercises for public officials, first responders, and community stakeholders. Oversees the implementation of Incident Command System (ICS) and National Response Framework (NRF) training. Participates in regional emergency management planning efforts addressing natural or man-made disaster activities with county, state, and federal emergency service agencies. Maintains liaison with officials from local, state, and federal agencies, attending meetings to ensure effective collaboration. Coordinates damage assessments, resource allocation, and disaster relief efforts. Functions as Duty Officer in cooperation with the EOC for emergency management support after hours, responding to incidents as needed. Supports City staff in operational, planning, logistics, financial, training, technology, and administrative functions. Assists in the development and maintenance of CEMP/ COOP/ COG plans to ensure government continuity during emergencies. Works with city departments and collaboration with Escambia County EOC to ensure seamless coordination and response readiness. Formulates, updates, and implements emergency management goals and projects, ensuring alignment with local, state, and federal priorities. Identifies resource deficiencies and collaborates with officials to implement corrective measures. Performs other duties as assigned. Knowledge, Skills and Abilities:Knowledge of administrative procedures and departmental rules and regulations. Knowledge of the City of Pensacola’s rules and regulations policies and procedures. Knowledge of federal, state, and local emergency management laws, policies, and procedures. Strong written and verbal communication skills for public speaking, policy writing, and interagency coordination. Ability to manage multiple projects, prioritize tasks, and meet deadlines under high-pressure situations. Proficiency in Microsoft Office Suite, emergency notification systems, GIS mapping, and incident management software. Strong problem-solving and analytical skills for emergency response planning and decision-making. Ability to identify and prioritize emergency needs. Ability to evaluate situations and make objective decisions. Work Environment:Work is primarily sedentary in nature and performed in an office environment. The noise level in the work environment is usually moderate.
