Transfer List. The purpose of this posting is to gather interest for future opportunities. Please note there may not be an existing vacancy at the time of your submission. This posting is only for current internal City of Portland employees. In this role, you will perform specialized engineering or review developer/building plans; review complex civil and/or geotechnical engineering features of development including steep slope hazards; flood, earthquake and erosion hazards; deep foundations; retaining walls and excavation shoring; and apply advanced geotechnical engineering knowledge to the solution of design, maintenance, improvement and construction problems pertaining to the City's infrastructure and private development. The eligible list generated from this recruitment may also be used to fill future vacancies in Bureau of Development Service (BDS) and Bureau of Environmental Services (BES). To find out more about the Bureau's Commitment to Equity please visit To Qualify Applicants must meet each of the following qualifications per HRAR 7.01: Hold regular status in this classification. Passed probationary period. Or. Hold limited duration status in this classification. The following are the knowledge, skills and abilities that the bureau has identified as critical and your resume should include/highlight these areas. Knowledge of civil engineering theory, concepts, principles, practices, materials, construction techniques, current industry trends; City, State and Federal regulations and standards related to geotechnical engineering. Knowledge of principles of design, construction, and maintenance of the geotechnical features of construction as they relate to present-day building codes and professional standards of practice. Knowledge of geotechnical principles and practices and soil mechanics applicable to earthquake engineering. Ability to review and interpret complex and technical plans, specifications, reports, and calculations; perform difficult technical research; analyze complex engineering problems; evaluate alternatives; and recommend effective courses of action. Ability to communicate scientific and technical matters, both orally and in writing, to non-technical individuals, including policymakers and the public; to engage in problem-solving and conflict resolution; to represent the City; and to partner effectively with citizens, community groups, and development professionals.
