Designs, analyzes and maintains the City's Supervisory Control and Data Acquisition System (SCADA) applications and databases, and manages related projects. SUPERVISION RECEIVED: Works under the administrative supervision of Software Systems Manager, who outlines work, occasionally reviews work in progress, and periodically reviews completed work. Works under the technical supervision of the Lead Systems Analyst – Water Resources.
Representative Duties
Provides support, implementation, and maintenance of the City's Supervisory Control and Data Acquisition (SCADA) system, Distributed Control System (DCS), and other control systems. Provides end-user training and support on SCADA, DCS software and hardware systems. Designs, programs, installs, and maintains SCADA applications, including Wonderware InTouch and Dream Reports and any other related applications. Develops reports and queries requested by system users. Assists in the design of networks to support SCADA applications for Water and Wastewater systems. Programs, troubleshoots, and repairs programmable logic controllers (PLC's), logic modules, data modules, and related network equipment. Designs, installs, and maintains electrical, mechanical, pneumatic, hydraulic, digital and analog control equipment and measurement systems. Maintains records and prepares reports on maintenance, repair work, calibration readings and related water and wastewater data. Reads, interprets and prepares schematic diagrams, blueprints, sketches and equipment specifications for water and wastewater SCADA system. Manages related projects by acting as liason between City staff, consultants, and vendors. Assists in purchasing equipment and software. Negotiates contracts for support of SCADA control systems and related equipment. Works with various system integrators on new and existing control systems design, programming, installation, upgrades, and maintenance. Updates process and instrumentation diagram loops and documentation including schematics, drawings, and program annotation used for operations, troubleshooting, and maintenance. Acts as systems administrator for various City SCADA and DCS systems. Develops operating budgets for SCADA and DCS equipment and software. Negotiates and prepares contracts and requests for proposals (RFPs) for the purchase of various SCADA and DCS hardware and software systems. Works with the City Attorney's Office, vendors and end-users to negotiate and administer contracts. Prepares staff reports, when required. Performs other related duties, as assigned.
Requirements
Knowledge of: Automated systems principles. L AN/ WAN networks using Active Directory, TCP/ IP and Microsoft operating systems. Switches, Routers, Firewalls, Gateways, Bridges, and Hubs. Field Instrumentation and signal processing. Mechanical, electrical, and control systems. Various SCADA and DCS software, HMI interfaces. Systems analysis methods, procedures, and practices. System design, development, and documentation techniques. Principles and practices of automated Supervisory Control and Data Acquisition (SCADA) systems. Water and wastewater systems. Low voltage operational and safety considerations. Software systems administration and systems and data analysis. Computer operations and software diagnostic techniques. Database access tools including Structured Query Language (SQL). Relational databases and database maintenance. Windows desktop and server operating systems. Dream Reports is desirable. Principles and practices of project management. Technical support techniques. Windows Win 7/ Win 10 and Windows server operating systems. Project management principles and practices. Effective customer service techniques. Ability to: Provide technical support for SCADA/ DCS systems in a client/server and thin client local and wide area network. Define test schedules and test data requirement for programs. Define input/output file specifications and file organization. Prepare and maintain accurate, clear and concise records and reports. Document technical information and user procedures. Prepare complex reports using industrial control systems reporting packages or crystal reports. Install and maintain software systems. Implement and manage various SCADA technology systems. Communicate effectively, both orally and in writing. Conduct research and make recommendations on technology. Interpret, reference and apply technical information from training and reference manuals and computer product catalogs. Provide training and instruction on various computer applications. Provide effective customer service. Establish and maintain effective and cooperative working relationships with City employees and the general public. Skill in: Project management and implementation of SCADA and other industrial control systems. Computer hardware and software configuration, maintenance and problem resolution. Installing hardware and software components and editing configuration data files to implement client server and web-based systems. REQUIREMENTS - Minimum Qualifications Graduation from an accredited college or university with a Bachelor's degree in Computer Science, Management Information Systems or a closely related field. AND - Three years of recent, paid work experience implementing and maintaining SCADA/ DCS based business application systems and automating operations processes. Licenses and Certificates:Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

WORKING CONDITIONS: Work is performed in an office environment using a computer. The incumbent may be required to work in confined areas. Off-site assignments and irregular work hours are occasionally required. Physical demands may include kneeling, bending, stooping, reaching and grasping.
