The Economic Development Marketing Specialist is responsible to plan, organize, coordinate, and implement marketing programs that support the Community and Economic Development Department’s mission in strengthening the City’s economy through marketing and economic growth; to administer events and programs focused on attracting and retaining businesses; and to enhance the City’s quality of life through cultural programming. APPLICATION AND EXAMINATION PROCESS The Supplemental Questionnaire is used as a Training and Experience Exam (Weighted 100%). In addition to the City of Modesto employment application, applicants must complete and submit online responses to the supplemental questionnaire and a digital portfolio. Only the applicants who meet the minimum qualifications by the final filing date will become candidates and their supplemental questionnaire will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. Therefore, your responses to the supplemental questionnaire should be thorough and complete because the exam score will determine your ranking on the eligible list for this position. Essential and Marginal Function Statements
Assist with the design, development, and implementation of an economic marketing program(s), to include business retention, business recruitment, new business start-up, leisure activity, and retail and office development, industrial opportunities which strengthen the tax base while promoting and encouraging programs that enhance the City’s quality of life. Develop marketing strategies, including performing market research, budget planning, and measuring results; execute and implement marketing plans. Market and promote the City’s business environment, quality of life, and cultural arts through a variety of marketing media, including video, radio, internet, news outlets, and print materials; may represent the City at trade fairs and conventions. Research and analyze statistical data and business trends; write and edit accurate, meaningful, and readable copy; create marketing campaigns and track impact on targeted audiences. Develop partnerships within the City with an emphasis on the tourism industry and arts groups to develop and promote the City of Modesto as a tourism destination. Design and implement cost-effective programs and events that promote the city and the downtown as a center of commerce and culture. Research grant opportunities: write grant proposals and administer grants to support the department’s goals and objectives. Research and prepare documentation, detailed reports, memoranda, presentations, and correspondence as necessary. Assist with various matters including, Community- Based Organizations, City Commission and neighborhood meetings and other matters as assigned. Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Observe and maintain a safe working environment in compliance with established safety programs and procedures. Marginal Functions:Perform related duties as assigned.
Minimum Qualifications
Knowledge of: Principles of marketing, sales, advertising, and public relations with specific focus on business retention and recruitment. Principles of advertising and public relations in order to build partnerships in the community to promote Modesto. Principles and practices of advertising, graphic design, and community events planning. Fundamentals of written composition and editing, including advanced methods and techniques of technical report preparation and presentation. Principles and practices of technical and functional supervision and training. Office procedures, methods, and equipment including computers and applicable. Software applications such as word processing, spreadsheets, databases, and graphic design. Ability to:Effectively market various aspects of services provided by the Community and Economic Development Department to promote the City of Modesto. Plan, organize, and coordinate marketing activities utilizing applicable presentation tools and related software. Ensure project compliance with federal, state, and local laws, codes, rules, and regulations. Understand and interpret applicable local laws, rules, and regulations related to the promotion of department programs. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience:Three years of increasingly responsible and relevant marketing, sales, advertising and/or public relations, experience. Experience in the public sector is desirable. Training:Equivalent to a bachelor's degree from an accredited college or university with major course work in marketing, communication, advertising, journalism, public relations, English, business administration, or a related field.

Working Conditions Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
