Street Maintenance Worker I $25.17 - $32.30 Hourly $4,363.51 - $5,599.36 Monthly $52,362.12 - $67,192.32 Annually Please note that new hires are typically placed at the beginning of the salary range, depending on experience and internal equity. THE DEPARTMENT The Public Works Department serves as a cornerstone of the City of Menifee’s infrastructure, delivering high-quality services that enhance safety, mobility, and overall quality of life for residents, businesses, and visitors. The department oversees the maintenance of public rights-of-way, including streets, sidewalks, traffic signals, streetlights, drainage systems, and the city’s vehicle and equipment fleet. Its responsibilities extend to vital community programs such as the Street Sweeping Program, which supports environmental compliance; the Local Improvement District Program, which addresses the paving and upkeep of residential dirt roads; and the Capital Improvement Program, which manages the city’s long-term infrastructure investments. Public Works also leads community engagement efforts through initiatives like Street Scene, Menifee’s traffic management forum, and the Adopt-a-Street Program, which empowers residents to help keep city streets clean. In addition, the department collaborates with regional partners on storm drain maintenance, supports emergency response efforts, and provides traffic engineering services to ensure safe and efficient travel throughout the city. THE OPPORTUNITY - The Street Maintenance Worker I will be responsible for supporting the construction, repair, and upkeep of the City’s streets and essential public infrastructure, playing a hands-on role in keeping Menifee safe, clean, and accessible. This position includes repairing sidewalks, and storm drains, removing graffiti, installing traffic signs, operating heavy equipment, and assisting with asphalt, concrete, and drainage projects. Depending on level, the position provides a pathway for growth: entry-level workers gain foundational experience under close supervision, while journey-level workers take on more complex assignments, exercise greater independence, and may guide specialty crews. Street Maintenance Worker I: This is the entry level classification in the Street Maintenance Worker series. Incumbents perform the less skilled and more routine street maintenance, construction, and repair work. Incumbents at this level work under close supervision as they gain experience and demonstrate ability to perform a range of duties with minimal supervision. Removal of graffiti is done on a wide variety of surfaces and the treatment of surfaces with graffiti retardant materials. This class is distinguished from the Street Maintenance Worker II in that the latter performs work which requires a higher level of experience. The Street Maintenance Worker I will be responsible for, but not limited to, the following:Works safely and effectively in hot, cold, and otherwise inclement weather conditions while performing field duties. Participates in storm response and emergency operations, including working extended or irregular hours as needed to support critical services. Perform construction, maintenance, and repair work on public infrastructure, including streets, sidewalks, gutters, storm drains, traffic signage, striping, and related facilities. Break and remove pavement; dig, shovel, haul, and load soil, sand, gravel, cement, asphalt, and other construction materials; clean and restore work sites upon project completion. Sweep and remove debris and litter; lift and carry heavy objects; load and unload trucks; assist with disposal activities at dump sites. Operate a variety of motorized vehicles and heavy equipment such as dump trucks, tractors, skip loaders, bobcats, backhoes, front loaders, jackhammers, and other power tools; inspect assigned vehicles and report maintenance needs. Use air compressors, pneumatic tools, concrete saws, and a wide range of hand tools including shovels, picks, brooms, wheelbarrows, rakes, rollers, and other trade-specific tools. Drive vehicles to job sites; set up and remove traffic control devices such as cones, barricades, and warning signs; direct traffic to ensure crew safety during lane closures, construction zones, and DUI checkpoints. Remove and install streetlight poles and fixtures; perform maintenance, repairs, and alterations to City buildings, facilities, and equipment; remove or paint over graffiti on public and private property; assist with fabrication, assembly, and installation of traffic signs. Lay, rake, roll, and finish hot asphalt and oil-based materials. Perform rough carpentry, basic pipefitting, and application of protective coatings to wood, concrete, stucco, metal, and other surfaces. Build and remove concrete forms; mix, pour, trowel, and finish concrete, cement, and masonry. Conduct storm drain maintenance, including removing and replacing drain components and clearing debris. Measure and lay out centerlines, crosswalks, and other pavement markings. Maintain accurate records, logs, and basic written reports of work performed. Respond to inquiries and concerns from the public in a courteous and professional manner. Perform weed abatement duties and apply herbicides as required. Assist other divisions with maintenance and repair tasks as needed. MINIMUM AND DESIRABLE QUALIFICATIONS - Street Maintenance Worker I - Education & Experience. A high school diploma (or equivalent)Two (2) years of skilled experience in public works–related construction or maintenance work. Licenses & Certifications. A valid California Driver’s License at the time of appointment. The ability to obtain, within one (1) year of employment, a valid Class A or B California Driver’s License with:Tank endorsement. No manual transmission restrictions. No air brakes restrictions. This license must be maintained throughout employment. CPR and First Aid certification within one (1) year of employment. PLEASE NOTE: These positions are designated by the Department of Transportation (DOT) as safety-sensitive. Therefore, applicants are required to complete DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for City employment). Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies. Physical Demands. Must possess mobility to frequently stand, sit, walk, perform work on uneven and slippery surfaces; climb stairs and ladders; use hands to handle, feel, grasp, operate objects, tools, or controls; and reach overhead with hands and arms. Employees need vision to read printed materials and a computer screen; color vision to identify materials, structures, wires, and pipes; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Employees in this classification frequently bend, crouch, stoop, kneel, twist, crawl, grasp, reach, push, and pull. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds. Environmental Elements. Employees work in an outdoor construction and maintenance environment with moderate to high noise levels, hot and cold temperatures, inclement weather conditions, road hazards, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees use power and noise producing equipment and often work with constant interruptions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
