San Bernardino County Human Resources is recruiting for Human Resources Technicians, who perform technical and analytical duties and functions in support of a variety of human resources programs, units, and teams within the County Human Resources Department. Human Resources Technicians will be responsible for non-routine administrative support work requiring substantial knowledge of complex human resources programs, transactions, processes, and procedures within the County Human Resources Department. Assignments involve a wide variety of complex and specialized human resources programs and services, requiring advanced knowledge/skills of human resources, process, procedures, and systems involved with maintaining compliance with federal, state, and local laws and regulations and the development and maintenance of human resources services and programs. The resulting eligible list will be used to fill vacancies as they occur throughout Human Resources. The current vacancy exists in EMACS and will be responsible for performing administrative clerical support work involving a variety of complex and/or specialized departmental programs and services. EMACS-HR Technicians support the County’s HRIS/ PeopleSoft system by processing a high volume of data entry transactions. Incumbents also support HR Analysts, managers, and other professional staff with administering a variety of HR programs/functions, such as: medical benefits, integrated leaves, wellness and employee assistance, commuter services, and HRIS/ PeopleSoft employee data management; in addition to, providing guidance on policies, procedures, practices, and local, state, and federal regulations that impact personnel transactions; interpreting and applying technical and procedural information; and researching, processing, reviewing/auditing a variety of transactions, documents, and records. The County also offers an alternative Modified Benefits Option (MBO) that provides a wage differential. CONDITIONS OF EMPLOYMENT - Travel: Travel throughout the County is required. Employees will be required to make provisions for transportation and may be required to use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation. Background: Candidates selected for this position must pass a background investigation and medical examination including drug screening. Minimum Requirements
Candidates must meet one of the following options:Option 1: One (1) year of full-time work experience with primary responsibility for performing a wide variety of specialized clerical duties in support of Human Resources or Personnel functions.-OR-Option 2: Two (2) years of full-time work experience performing a wide variety of specialized office clerical duties, which are non-routine in nature and require independent decision making.
Desired Qualifications
The ideal candidate will possess an Associates degree or higher, and experience supporting human resources functions; have strong technical skills, including experience with Microsoft Word and Excel, EMACS (PeopleSoft) HRIS, and applicant tracking systems.
