This is an internal recruitment. The City of Portland has evaluated how to reimagine, realign, and strengthen seven core citywide services to better support Portland’s new form of government. These services include communications, engagement, equity, human resources, procurement, technology services, and budget & finance. Through this effort, the City is identifying opportunities to improve coordination, clarify roles and responsibilities, and standardize tools, technologies, and processes where appropriate. A key priority is maintaining high-quality service delivery while exploring ways to optimize resources, reduce duplication, and ensure these core services effectively support the organization. This position is part of the City’s realignment initiative within the City Operations Service Area and will play an important role in helping shape how these services operate moving forward. About the Position:The City of Portland is seeking to fill one (1) Disability Employment Analyst (HR Analyst I) position to support the Benefits Division within the Bureau of Human Resources. This position will engage with City of Portland employees and job applicants during the interactive reasonable accommodation request process, providing administrative and technical support. This position will also ensure compliance with federal and state laws and City policy. What you'll get to do:Be the first point of contact to provide clear and concise information for inquiries related to the ADA process. Support accommodation and interactive process cases under ADA and PWFA, determining escalation point for high-risk, novel, complex or sensitive cases, ensuring compliance with federal and state laws, labor agreements, and City administrative rules. Design and deliver training, develop communication materials, and support initiatives to improve understanding of disability inclusion. Coordinate with appropriate stakeholders throughout the interactive process including employees, managers, other bureaus, and human resource business partners. Assist with reviewing medical documentation, functional limitations, job requirements, and operational constraints. Track and analyze accommodation trends, outcomes, and timelines; translating those findings into strategic recommendations. Provide a high level of customer service while maintaining confidential, complete, and accurate records in accordance with specified legal requirements and best practices, ensuring legal compliance across determinations. Applicants must be full or part-time, permanent, temporary (does NOT include contract workers), limited-term or seasonal/casual City of Portland employees by the closing date of this announcement OR must have an effective lay-off date with recall eligibility (See HRAR 7.06) from the City of Portland within 24 months of the opening date of this announcement. Applicants must describe in their supplemental question responses and résumé how their education, training, work experience and/or lived experience, meets each of the following minimum qualifications:Ability to proficiently analyze, interpret, and practically apply complex disability employment laws (ADA/ ADAAA Title I, PWFA) and regulations to organizational policies and procedures. Ability to communicate and interact with internal and external customers in a professional and courteous manner, exercising sound judgement in high-risk, emotional or ambiguous situations. Ability to provide human resource services using trauma-informed and equitable practices. Ability to review and analyze medical documentation and vocational data. Experience maintaining highly sensitive and confidential information. Experience gathering, compiling, and analyzing data to identify disparities or compliance concerns and sharing findings with stakeholders.
