These services include communications, engagement, equity, human resources, procurement, technology services, and budget & finance. Through this effort, the City is identifying opportunities to improve coordination, clarify roles and responsibilities, and standardize tools, technologies, and processes where appropriate. A key priority is maintaining high-quality service delivery while exploring ways to optimize resources, reduce duplication, and ensure these core services effectively support the organization. This position is part of the City’s realignment initiative within the City Operations Service Area and will play an important role in helping shape how these services operate moving forward. About the Position:The City of Portland is seeking to fill a regularly appointed Senior Disability Employment Analyst (Human Resources Analyst II) position. The Senior Disability Employment Analyst will be a key staff member of the Benefits Division within the Bureau of Human Resources. The incumbent will lead individual ADA accommodation cases by engaging employees and job applicants during the interactive reasonable accommodation request process. This position will also serve as a technical expert on ADA Title I and PWFA, providing guidance to bureaus in supporting employees with disabilities. What you'll get to do:Lead accommodation and interactive process cases under ADA and PWFA, ensuring compliance with federal and state laws, labor agreements, and City administrative rules. Determine and apply best practices to create a safe and supportive environment for job applicants and employees with disabilities. Collaborate with appropriate stakeholders throughout the interactive process including employees, managers, other bureaus, and human resource business partners. Coordinate events, campaigns and observances related to disability employment and support cultural change toward inclusive employment practices and program goals. Evaluate outreach and training effectiveness, adjusting curriculum based on business needs, feedback, and trends. Provide advanced level of customer service while maintaining confidential, complete, and accurate records in accordance with specified legal requirements and best practices, ensuring legal compliance across determinations. Applicants must describe in their supplemental question responses and résumé how their education, training, work experience and/or lived experience, meets each of the following minimum qualifications:Experience independently analyzing, interpreting, and practically applying complex disability employment laws, regulations, ordinances, policies, and procedures as they apply to ADA/ ADAAA Title I and PWFA. Experience leading end-to-end good faith interactive processes and reasonable accommodations (ADA Title I and PWFA). Experience developing and facilitating outreach and trainings that promote an inclusive environment for employees with disabilities. Experience communicating and presenting conclusions and recommendations clearly, logically, and persuasively. Experience exercising sound judgement in high-risk, emotional or ambiguous situations using trauma-informed practices. Ability to establish and maintain effective working relationships with bureau managers, staff, representatives of City affinity groups, the public, and others encountered in the course of business.
