The City of Portland’s Bureau of Human Resources (BHR) is seeking an experienced and collaborative Employee Relations Manager (Manager I) to join the Employee & Labor Relations team. This position provides leadership, oversight, and supervision to a team of Human Resource Business Partners (HRB - Ps). The Employee Relations Manager serves as a subject matter expert in City HR Administrative Rules and leads the delivery of complex HRBP services, employee relations strategies, and key organizational initiatives. This role is responsible for designing, developing, and implementing projects that strengthen consistency, effectiveness, and continuous improvement across the HRBP service model. The position may also directly support one or more bureaus by providing strategic HR generalist services aligned with bureau goals. This is a management-level classification responsible for leading programs, managing staff and resources, and contributing to the overall success of HR service delivery across the City. What you'll get to do:Lead, supervise, and support a team of HR Business Partners, including coaching, mentoring, and performance management. Serve as a subject matter expert in employee relations and City HR Administrative Rules. Design and implement strategic HRBP initiatives that enhance service delivery, consistency, and organizational effectiveness. Provide high-level consultation and problem-solving on complex employee relations issues, including investigations, performance management, and workplace conflict. Collaborate with bureau leadership to align HR strategies with operational goals and workforce needs. Lead cross-functional committees, learning circles, and initiatives to support HRBP development and continuous improvement. Plan, organize, and evaluate teamwork plans, workflows, and service delivery models. Contribute to strategic planning, policy development, and organizational initiatives within BHR - Manage program resources, including budget oversight, contracts, and reporting. Applicants must meet each of the following qualifications per HRAR 7.01:Hold regular status in this classification. Passed probationary period. Or. Hold limited duration status in this classification. The following are the knowledge,skillsand abilities that the bureau has identified as critical and your resume should include/highlight these areas:Experience leading or supervising HR professionals, including coaching, mentoring, and performance management. Ability to provide employee relations consultation in a complex organizational environment, including handling sensitive and high-impact issues. Knowledge of human resources principles, employment laws, and best practices, including the ability to interpret and apply policies and regulations. Ability to lead projects and initiatives from development through implementation while exercising independent judgment and problem-solving. Experience building effective relationships and collaborating with diverse stakeholders, including leadership, employees, and labor partners
